A contract will be signed with one service provider.
The number of employees at Ullandhaug and Mekjarvik is respectively 132 and 24, divided into 100 and 22.2 man-labour years.
The price model builds on a fixed monthly subsidy from NORCE and payment from the individual employees according to use. The employees must experience that they are receiving a good offer at an attractive price that ensures that as many employees as possible want to utilise the canteen offer.

An attractive canteen solution must be offered that as a minimum offers the following in the canteen at Ullandhaug:
— varied menu with at least one hot dish daily and at least one type of soup daily;
— self-service salad bar;
— variety of bread, crisp bread, rolls (coarse and fine varieties) and toppings;
— a selection of fruit and vegetables, whole and/or sliced;
— buttered rolls, baguettes, etc.;
— yoghurt and muesli mixes;
— milk juice and water;
— good alternatives for those with special needs related to for e.g. coeliac disease and gluten/lactose allergy.
The employees at Mekjarvik 12 in Randaberg also need a canteen offer, but the food must be prepared at another location and delivered to the eating area at Mekjarvik. A somewhat simplified offer will be accepted at Mekjarvik due to the logistics connected with this. The employees at Mekjarvik 12 have previously been included in a subscription solution where they have received food delivered from a canteen at Ullandhaug. There were around 15-20 employees who participated in the subscription scheme in 2019. The service provider has the opportunity to suggest alternative solution proposals for this.

NORCE will pay a fixed canteen subsidy of NOK 56 000 excluding VAT per month, which will be invoiced monthly. This amount is the total for both Ullandhaug and Mekjarvik. The amount is based on a fixed subsidy per employee and can both increase or decrease with changes of more than 10 % in the number of man-labour years at the locations. Other turnover for the service provider will be from payments from the individual employees or guests, or for delivery of meeting food/overtime food (option). The service provider is responsible for administration of any subscription schemes and payment solutions.

It will be possible for the service provider to offer a small selection of kiosk goods such as cold drink, ice-cream, chocolate, etc. and snacks of a different nature for sale.
In 2019, there was an average of 91 paying users per working day in the canteen at Ullandhaug, and there were between 15 and 20 users of the subscription scheme at Mekjarvik.
In 2019 the total turnover for the canteen including canteen subsidy was around NOK 1 900 000. The sale of meeting food and guest lunches (non-employees) amounted to around NOK 300 000 excluding VAT. The level of the canteen subsidy, meeting food and requirements concerning contents in the canteen is reduced from 2019, and we therefore estimate an annual value of around NOK 1 750 000, NOK 7 million in total over 4 years. This is a non-binding estimate according to the contracting authority's current company structure and best judgement. The actual volume could be both higher or lower than the estimate.

NORCE has a coffee machine and a large coffee percolator in the canteen. The service provider is responsible for keeping the coffee filled and daily maintenance related to these machines. Fresh coffee will be served from the large coffee percolator from 8.00 in the morning and until the canteen closes. NORCE will pay for coffee and tea through a separate contract.

The service provider is also responsible for cleaning of the canteen at Ullandhaug, up to the separation wall toward the eating area, and for cleaning of the tables in the eating area.
A site inspection of the canteen premises will take place on 27 October at 15.00. Register in advance via Mercell.
