The Norwegian Defence Estates Agency

The Norwegian Defence Estates Agency has been given the task of constructing a new base for fighter jets in Norway. The assignment consists of the establishment of a ‘main base for fighter jets at Ørland and an advanced operation base at Evenes. The establishment of the fighter jet base includes updated and facilitated EBA for the weapon systems fighter jet, air protection and base defence.’ The Ministry of Defence has given the Norwegian Defence Estates Agency the task of establishing the necessary facilities for the establishment of the F-35 fighter jet base at Ørland and an advanced operation base at Evenes.

The Norwegian Defence Estates Agency invites tenderers to submit an application for pre-qualification in a negotiated procedure for the construction of a supply building at Evenes Air Station.
The supply building will house functions for storeroom, forwarding, commissariat depot, office functions and garage, etc., for the Norwegian Defence Logistics Organisation (NDLO) at Evenes Air Station. The supply building is planned to have approx. 40 workplaces in the building without options and will be approx. 5 000 m

Qualification requirement: tenderers must be creditworthy.
Documentation requirement: a credit rating for the tenderer that is not older than 3 months when calculated from the deadline to submit an application. For Norwegian tenderers, the assessment must be performed by a company with a credit rating licence from Datatilsynet, see www.datatilsynet.no Foreign tenderers must deliver a credit rating issued by an authorised credit rating agency.

The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. The credit rating must contain an assessment of the tenderer’s payment history/reliability.
If the tenderer, in order to comply with the requirement, presents guarantees from other companies, (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they will have joint and several liability under the contract.

Qualification requirement: tenderers must have the financial capacity to fulfil the contract.
Documentation requirement: presentation of the fiscal figures from the last two available annual financial statements, showing the tenderer's turnover (Not required if the accounts' key figures are shown in the credit rating).
Qualification requirement: tenderers (as a company) must have good experience and competence with turnkey contracts of an equivalent size and complexity.
Qualification requirement: a list of (maximum five) relevant contract projects completed during the last 5 years. The references must contain a brief description of the projects and their sizes.
If necessary, the tenderer can present documentation from subcontractors so that they collectively meet the requirements.
The references must be given in the attached table, Annex 5 — table for presenting reference projects (separate spreadsheet).
