Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(a) Company registration certificate
Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: company registration certificate, not older than 6 months at the application deadline.
Foreign companies: documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The documentation shall not be older than 1 month calculated from the application deadline.

(b) Tax and VAT certificate
Tenderers must have their tax and VAT payments in order.
Companies who are liable for tax and duties in Norway: Tax and VAT certificate, not older than 6 months, calculated from the deadline for requests for pre-qualification.
Companies who are liable for tax and duties abroad shall submit an equivalent certificate as mandated by the legislation in the country where the tenderer is registered as a company.
(c) Certificate of conduct
Tenderers must submit a certificate of conduct or an equivalent document issued by a competent body in the tenderer's home country or the country where the tenderer is established, showing that there are no punishable conditions as mentioned in the Public Procurement Regulations § 24-2 (2).

It is possible to submit Certificates of Good Conduct after the deadline for submission of tenders if the delivery time for presenting such a certificate makes this necessary.
(d) Certificate from the bankruptcy register
Tenderers shall submit a certificate issued by a competent body in the tenderer's home country or the country where the tenderer is established, which shows that there are no rejection grounds concerning bankruptcy and insolvency, etc. as mentioned in the Public Procurement Regulations § 24-2 (3).

Økonomisk og finansiell stilling:
Tenderers must have sufficient financial capacity to fulfil the contractual obligations.
Tenderers must have a credit rating equivalent to minimum A in ‘Bisnode.no’. The contracting authority will obtain a credit rating of tenderers itself.

Teknisk og faglig kapasitet:
(a) Organisation
The tenderer shall have sufficient capacity to execute the assignment for the entire delivery period, including any extensions.
(b) Quality assurance
Tenderers shall have an operative quality assurance system.
(c) Environmental management
Tenderers must document that an environmental management system has been established, which at least contains routines for addressing the following elements:
• system for the company's environmental targets and environment policy,
• competence strategy for the environmental field,
• procedures for the execution of the service in an environmentally appropriate manner;
(d) Sub-suppliers
Tenderers must carry out work connected to this assignment with their own or sub-suppliers´personnel.
(e) Ethical trade
For the purchase of goods, tenderers are required to submit their tender along with affirmation that the tender does not include products that are manufactured (applies to the entire value chain) contrary to the ILO's core conventions such as:
• the right to organisation and to enter into collective agreements,
• ban on slave and enforced labour,
• ban on child labour,
• ban on discrimination;
(f) Working conditions
Tenderers must ensure that employees in their own organisation and the employees of any sub-suppliers do not have wages and working conditions less than those required by collective agreements, regulations or that which is normal for the location and occupation, cf. the Regulations on wages and working conditions in public contracts. This also applies to employees who are directly involved in the fulfilment of the tenderer's obligations for this contract.

For areas covered by the Act on the general application of collective agreements, etc., the wages and working conditions must be in accordance with the regulations in question.

(a) Organisation
Documentation requirement:
Tenderers must describe their organisation in relation to the number of employees, number of years the company has been in operation in relation to the delivery included in the contract, as well as other relevant information that describes the company’s general competence and resources, including any collaboration partners relevant for the delivery. Tenderers must describe the available technical resources (competence and equipment) that are relevant for this delivery.

Tenderers must substantiate a service organisation that is available for the contracting authority 24/7.
The specifications of the actual requested service level will be determined in the dialogue phase.
(b) Quality assurance
The tenderer must give a general description of the quality assurance system the company uses for delivery to customers. It shall be documented that the quality assurance has been in operation in at least one year prior to the deadline for receipt of tenders. This can be substantiated by presenting a copy of the general system documentation, certificates or other proper documentation.

(c) Environmental management
Tenderers must enclose an account of existing routines that document that the requirement is met. A declaration from the company may be submitted which describes how the routines have been implemented and how they function.
The submission of a valid certificate is sufficient in cases where the routines are described in the organisation's quality or environmental management system in accordance with the Eco-lighthouse Program, ISO 14001, EMAS or an equivalent third party verified system.

(d) Sub-suppliers
Tenderers must provide information on any use of sub-suppliers and how much of the contract could be awarded to sub-suppliers. Tenderers will be responsible for their sub-suppliers as if they were the tenderer's own personnel.
(e) Ethical trade
Tenderers must declare that these requirements are fulfilled for the goods and services that are provided under the contract.
