The contracting authority shall enter into a framework agreement for the delivery of books and other media to libraries in Vestfold and Telemark County for the period 2020-2024.
The contracting authority is Vestfold and Telemark County, organisation no 821 227 062.
1 January 2020 Vestfold and Telemark Counties merged to one region with more then 425 000 inhabitants divided between 23 municipalities. The new County comprises 15 towns, more than 45 000 businesses, 16 300 students, 3 500 apprentices, 1 019 metres of coastline, 715 km agricultural areas and 312 cultural history buildings.
The framework agreement applies to Vestfold and Telemark County as well as an option for the County's intermunicipal businesses (Norwegian abbreviation: IKS), enterprises and other legal subjects to enter the agreement.

The framework agreement applies to Vestfold and Telemark County as well as an option for the County's intermunicipal businesses (Norwegian abbreviation: IKS), enterprises and other legal subjects to enter the agreement.
Vestfold and Telemark County has one of the region's largest and most important workplaces with over 4 000 employees, organised in 8 sectors and 2 development units at the regional meeting places in Skien, Tønsberg, Notodden and Vinje. The County has 21 sixth form colleges with more than 14 000 students and 28 dental clinics that served more than 82 000 patients.

The County works every day to comply with the four-part social assignment, which includes a democratic forum, providing services, a government practitioner function and community development.
With the regional reform, there is also a special expectation from the government and the Storting that the Counties also have roles as stronger participants in social development.
The content and scope of the procurement
The framework agreement includes the delivery and media to libraries.
The agreement includes the delivery of book groups given in the requirement specification and in accordance with the Norwegian Publishers' Association book agreement.
The agreement is obligatory for the County's school libraries.
The total value of the agreement is estimated to NOK 2 000 000, excluding VAT per annum. The estimated value is based on statistics for the procurement of equivalent products for a similar buyer group for previous years, as well as future budgets. The value must therefore be seen as a non-binding estimate.
