Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement 1: the tenderer must be registered in a company register or trade register in the country where the tenderer is established. Documentation. Norwegian companies: Company registration certificate from the Register of Business Enterprises. Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tender is established.

Requirement 2: Norwegian tenderers shall present a tax and VAT certificate, which must not be older than 6 months from the tender deadline. Tenderers must not have substantial arrears. Any arrears must be justified separately. Documentation that the requirement is fulfilled: Certificate of paid Tax and VAT.

Økonomisk og finansiell stilling:

Requirement 3: the tenderer must have the sufficient financial ability to comply with the contract terms. Documentation: presentation of the company's annual accounts (the most recent annual report submitted to the Brønnøysund Register of Enterprises, incl. the auditor's report). The contracting authority reserves the right to request preliminary figures after the latest annual report, as well as financial statements for the two previous years if this is found necessary. For newly established companies, a recent financial printout signed by the auditor must be submitted.

Teknisk og faglig kapasitet:

Requirement 4: the tenderer must have experience and good references from equivalent assignments. Documentation: the tenderer must present a list of the most important deliveries during the past three years, including information on value, date and time and recipient (name and e-mail). Sandefjord municipality can use its own experiences with the supplier as a reference.

Requirement 5: The provider must carry out quality assurance of the service. E.g. the laboratory works are executed in accordance with a quality control system where specific requirements are made for personnel, equipment, procedures, etc. Documentation: Alternative 1: the laboratory is accredited by NA (Norwegian Accreditation). Alternative 2: Norwegian Standard ISO 17025 ‘General requirements for the competence of testing and calibration laboratories’. Norwegian Standard ISO 15189 ‘Medical laboratories — special requirements for quality and competence’.
