Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company. Documented by a company registration certificate. Foreign tenderers shall instead submit equivalent certificates as prescribed in the legislation of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Information on such shall be attached with the tender. Cf. chapter E2 point 4.
If the tenderer has justifiable cause to not present the documentation requested by the contracting authority, the tenderer can document their economic and financial capacity by presenting any other document of relevance to the company’s fiscal figures/economy and that the contracting authority considers suitable. The tenderer shall substantiate why he cannot present the documentation required by the contracting authority.

Minste nivå(er) av standarder:
Tenderers must have good economic and financial capacity in order to fulfil the contract, and must fulfil the following requirement: The tenderer must have positive equity.
Teknisk og faglig kapasitet:
A list of up to 5 and no less than 3 contracts that the tenderer has carried out or carries out during the last 5 years calculated from the tender deadline. The list shall cf.
The form in chapter E, contain the following for each of the contracts:
— name of the recipient (contracting authority),
— description of what the contract work entailed, including the relevance in relation.
To the qualification requirements point 1 and 2.
— which work was carried out by the tenderer, and what work was executed by sub-contractors (contract facilitators),
— the date of the delivery,
— the value of the contract,
— reference person/contact person at the contracting authority with contact data.
(Telephone number and email address), and indication of their role at the contracting authority during the contract period. The contractor is responsible for the reference person being available to provide a reference.
The qualification requirement the Norwegian Public Roads Administration and other builders' experiences is to be documented through the list described above in point 2.4.1.
Documentation requirement:
1) Description of the tenderer's system for SHA;
2) Table of contents of the system;
3) Documentation of audits for recent years, with confirmation from the person/persons who have carried out the audits.
Minste nivå(er) av standarder:
Tenderers must have sufficient experience of a relevant nature and complexity for equivalent works.
NPRA and other builders' experiences with the tenderer will be appraised the tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Conditions that will be evaluated are connected to i.a.:
— documentation of executed quality,
— fulfilment of contracts,
— compliance with provisions and procedures for HSE,
— compliance with provisions for wages and working conditions,
— keeping deadlines,
— follow-up in the claims period,
— use of apprentices.
Tenderers shall have a system that shows that they work proactively as regards
Safety, health and the working environment (SHA), with relevance for equivalent works as those included in this competition. The system will be subject to periodic review.
