The overall aim of the area review is twofold. Firstly, to lay the foundations for a more purposeful promotion of Norwegian interests abroad. Second, to examine the potential for significant efficiency gains.
These 2 aims must be reflected in all work on the area review. This entails, inter alia, that all assessments and recommendations related to potential gains must mention effects on efficiency, both in terms of cost and purpose. The aim of efficiency of purpose means that the realization of gains will increase the quality of the foreign service's deliveries.

The procurement procedure is canceled in accordance with the Regulation on public procurement (foa) § 25-4. The contracting authorities considers it necessary to make changes to the original progress plan for the assignment due to the consequences that the corona pandemic has on the Ministry of Foreign Affairs’ capacity to deliver the required data at an early stage of the project. The contracting authorities consider that the changes will constitute substantial modifications, which makes it necessary to cancel the competition and republish it again at an appropriate time.
