The competition is for a framework agreement with a total provider of architect services and consulting engineering services.

— Levanger municipality,
— Steinkjer municipality,
— Verran municipality,
— Snåsa municipality,
— Inderøy municipality,
— Verdal municipality,
— Steinkjerbygg (option),
— Steinkjer and Verran municipalities merged to one municipality 1.1.2020.
The objective of the contract is to ensure municipalities access to the services for the implementation and assurance of quality for new buildings, building development and maintenance of the properties managed by the municipalities.
The contract is divided in three lots. See point I.1.4) below.
The annual value of the contract is approx. 4 000 000 NOK excluding VAT. The volume is dependent on political decision and must regardless be considered an estimate and is not binding.
The procurement does not include already begun assignments, unless determined by the contracting authority.

Lots/groups
Tenderers are invited to submit tenders for one or all discipline groups.
Group division:
Group 1: architectural services;
Group 2: consulting engineering services;
Group 3: project management, construction management and builder's representative services.
If possible, 3 or more parallel framework agreements will be signed with tenderers who can cover all lots.
The contracting authority retains the right to divide the contract between multiple tenderers and to assume all or parts of a tender.
Framework agreement.
The agreement will be regulated by the attached framework agreement with the accompanying standard agreement terms.
The framework agreement will be valid from and including 9.3.2020 until and including 31.12.2021, with an option for the contracting authority for a further extension for up to 2 years,12 months at a time.
Several of the participating municipalities have ongoing contracts for groups 1-3 to this tender competition. These contracts must be valid until their expiration date. The contracting authority reserves the right to use the options included in the ongoing contracts.

When the current contracts expire the municipalities will join the respective (new) contracts in this tender contest as a contract party.

Økonomisk og finansiell stilling:
Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met their obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has their headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than six months old.

This requirement only applies to Norwegian tenderers, cf. PPR §7-2.
The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the Regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Other economic and financial requirements: Economic and financial standing
Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).
Documentation: the contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.
