Justification for cancellation To relevant tenderers Architect and consulting engineer services, framework agreement, ref. No 20/694 — Cancellation of the contest. With reference to your tender in our contest on architect and consulting engineer services, reference No 20/694. We regret that the contest is cancelled pursuant to the public procurement regulations, section 25-4; the contracting authority can cancel a contest with immediate effect if there are justifiable reasons. Justifiable reasons also apply to cases where there is an error in the tender documentation. Whilst evaluating the received tenders, the contracting authority saw that there are several challenges in the tender documentation that complicate the evaluation. The contracting authority cannot manage to separate the tenderers from each other in a fair way in accordance with the award criteria that have been used in the tender documentation. This means that the tender documentation includes an error. The contracting authority has tried to correct the error, but the error cannot be corrected without significant changes to the tender documentation. Due to the error that has been discovered in the tender documentation, the contracting authority can unfortunately see no other outcome than cancelling the contest. The contracting authority will hold a new contest for architect and consulting engineer services. When the new tender documentation is ready, and the contest announced, the contracting authority will notify all tenderers that have participated in the previous contest that a new contest has been published.
