Oslo kommune v/ Bymiljøetaten

Oslo Municipality, c/o the Agency for Urban Environment, would like to enter into a framework agreement with a tenderer for the procurement of three new systems for access control (door environment) for bicycle hotels at Oslo S, Ryen underground station and Grorud underground station respectively, as well as the operation and maintenance of the system as required per location. The contract period will last until 31 December 2024.

The contracting authority constructs and runs bicycle hotels in Oslo Municipality that are strategically located by the city's intersections for public transport. They are a key element in the implementation of Oslo Municipality's bicycle strategy 2015-2025. A bicycle hotel is a physical site that has locked inside parking for bicycles with access control controlled via an application on a smartphone. The access control system is often referred to as the site's door environment and it is a vital part of a bicycle hotel, and it is this that will be procured in this tender contest, which is separate from the procurement of the actual construction of future bicycle hotels.

Oslo Municipality currently has a bicycle hotel at Oslo S, and two others are in progress with expected completion in February 2021. There is a good chance that further bicycle hotels will be constructed in the coming years.

The contracting authority would like a robust and stable system for access control (door environment) that functions year round. In concrete, the procurement will lead to a procurement contract with a tenderer for the delivery of a complete system for access control for the bicycle hotel. The delivery will be a supplies procurement, including assembly, commissioning, troubleshooting, and other associated services that are required to get the system up and running, in addition to the operation and maintenance of the system. The system includes components such as locks and fittings, door control units, door engines, a communication system that communicates with the existing IT infrastructure (server and app), as well as accompanying small components. A test environment for the system must also be delivered. The doors themselves are not included in the delivery, but must be assembled as part of the access control. The system must ensure good communication between the contracting authority's application and server (user database) and the doors' control units. See annex 3, Requirements Specification, for details.

There can be an extension of the operation for up to 2 x 1 year, however not longer than 31 December 2026. The contracting authority can take up the option for all locations where access control is installed by 31 December 2024 (original contract period). The tenderer will be obliged to deliver the option if the contracting authority takes it up.

Beskrivelse av opsjoner:

Option 1: procurement of up to a further three systems for access control for future bicycle hotel locations. The contracting authority can take up the option up until 31 December 2024. Use of the option depends on the necessary decision being made by the municipality, plus the completion of bicycle hotels. The tenderer will be obliged to deliver the option if the contracting authority takes it up.

Option 2: Extension of the operation for up to 2 x 1 year, however not longer than 31 December 2026. The contracting authority can take up the option for all locations where access control has been installed by 31 December 2024. The tenderer will be obliged to deliver the option if the contracting authority takes it up.

Option 3: The contracting authority would like an option for the procurement of an alternative system for access that is not based on the use of a smartphone, so that more of Oslo's citizens can use the bicycle hotel without coverage and battery on their mobile telephone. See annex 3, Requirements Specification, for details. The tenderer will be obliged to deliver the option if the contracting authority takes it up.

Option 4 (voluntary): the contracting authority would like an option to procure advanced opening technology for access control. In concrete, a system that can open the door to the bicycle hotel without having to click on 'unlock' in the app. For example, that the door can open automatically when a valid user is within 5 metres of the door. See annex 3, Requirements Specification, for details.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers must be a legally established company.

Documentation requirement:

• Norwegian companies: company registration certificate;

• Foreign tenderers: a verification showing that the tenderer is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: tenderers must have the financial capacity to carry out the assignment/contract.

Documentation requirement: credit evaluation/rating, not older than 1 year, and which is based on the last known fiscal figures. The contracting authority reserves the right to obtain credit evaluations.

Teknisk og faglig kapasitet:

Requirement 1: experience from equivalent projects: The contracting authority has the right to check references.

Documentation requirement:

Description of the most important deliveries in the last 3 years on maximum 3 A4 pages (up to 3 references). The following information must be included:

— the contracting authority;

— name and contact information of a contact person;

— nature of the work;

— scope and value;

— date of execution.

Requirement 2: tenderers must have sufficient capacity and competence to complete the assignment.

Documentation requirement: a description must be given of the tenderer's technical personnel or technical entities that the tenderer has at his disposal/through sub-suppliers to fulfil the contract.
