1) Objective

Lillehammer municipality is implementing an accelerated procedure for the procurement of infection control equipment in relation to the ongoing Covid-19 pandemic. The implementation of an accelerated procedure is based on the PPR's §20-2 (3). For more information on the articles and the procurement, see Appendix 1 - Product and price sheet.

Delivery place: The Goods Reception, Technical operations, Industrigata 60, 2619 Lillehammer

2) Lot:

It is possible to submit tenders for parts of the contract given in Appendix 1.

3) Scope

See Appendix 1: Product and price sheet. All products offered must be delivered in accordance with current standards for infection control equipment set by the health authorities in the EU/EEA. See link: https://www.standard.no/fagomrader/helse-og-omsorg/medisinsk-utstyr/standarder-for-smittevern/

The contracting authority makes the following reservations:

— change or reduction in the scope and need, for example, changed financial framework terms and activity changes for the contracting authority;

— changes in scope due to price changes.

4) Qualification requirement

4.1) The tenderer’s certificates, authorisations, etc.

Tenderers shall have tax and VAT payments in order.

Documentation requirement: tax certificate, not older than 6 months from the deadline for receipt of tenders.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation: Company registration certificate.

4.2) Economic and financial capacity

Sufficient economic and financial capacity to be able to fulfil the contract. The rating must be four or better.

Documentation requirement: The contracting authority will obtain a credit rating itself from www.experian.no.

5) Award criteria

The contract award will be based on which tender has the best ratio between price/cost and quality, based on the following criteria, stated in order of priority:

Price

Under this criterion, the price per product specified in Appendix 1: Product and price sheet is assessed. The lowest price is given the highest score, the other tenders are given scores in relation to the most advantageous tender.

Weighting: 60 %

Delivery time:

Under this criterion, the delivery time per product specified in Appendix 1: Product and price sheet is assessed. The shortest delivery time is given the highest score, the other tenders are given scores in relation to the most advantageous tender.

Weighting: 40 %

Evaluation method: in the evaluation, scores are given on a scale where the most advantageous tender for each criterion is given 10 points. The other tenders are given scores in relation to the most advantageous tender. The points are multiplied by the given weighting and then summarized. The tender with the highest total score is considered the most advantageous tender and is awarded the contract.

5) Submitting tenders.

All tenders must be stated in the enclosed product and pricelist in the Mercell portal, www.mercell.no by the given deadline. Late tenders will be rejected.
