Kystverket Lostjenesten [the Norwegian Coastal Administration, the Pilot service] uses operational support tools to support maritime safety in the execution of pilot assignments. The pilot carries with him standard equipment, consisting of a display (tablet) with associated sensors (connection to the vessel) to increase the situational awareness in the execution of the pilot assignment.
The main objective of the contract is to cover the Norwegian Coastal Administration's needs for sensors, and through the product gain access to new technology and associated services in the next years.
The contracting authority would like dedicated tenderer(s) who contribute with capacity and competence in order to ensure that the existing and new services are provided to the Norwegian Coastal Administration's users. The chosen tenderer(s) must expect to be an active partner in this.

The main objective of the contract is to establish a service agreement with a tenderer who must cover the contracting authority's need for PPU (Pilot Plug Connector and Independent sensors) and associated equipment, as well as the need for preparation, installation and operational services outside the Contracting Authority's own capacity and competence.

Requirements specification contains the requirements and specifications the Norwegian Coastal Administration, the Pilot service has for the service.

Note:

The contracting authority uses an absolute assessment model for evaluating prices where deviations from the best theoretical quality are converted into a price mark-up and added to the tender price. The tenderer with the lowest total price is awarded the contract.
