Bærum kommune

Bærum Municipality, c/o nursing and welfare, health and social services, as well as child development, nurseries, hereafter called the contracting authority, invites tenderers to an open tender contest for a framework agreement for the procurement of transport services. The tenderer must transport users in Bærum Municipality to different work, school and activities, as well as nurseries, preferably within the municipality's borders. The adult user group has reduced mental and/or physical abilities. The children receive special educational help in nurseries.

The procurement covers the following three areas:

Area 1: Transport services for nursing and welfare,

Area 2: Transport services for health and social services,

Area 3: Transport services for child development, nurseries.

The contracting authority intends to enter into a framework agreement with a tenderer that can cover all three areas.

The municipality's entities will be obliged to procure from the tender with whom the framework agreement is entered into and the selected tenderer will, after orders are placed by the individual organisations, be obliged to deliver in accordance with the framework agreement.

This procurement does not cover transporting users in day centres at municipal residential and treatment centres that the municipality currently has its own contract for.

In addition, the contracting authority will have an option to extend the contract for a further 1 + 1 + 1 + 1 year on the same terms, so that the maximum contract period is until 31 January 2027.

Egnethet til å utøve yrkesvirksomheten:

Company Registration Certificate — tenderers must be a legally established company.

Documentation requirement:

Norwegian companies: company registration certificate.

Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Finances — tenderers are required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the entire contract period. A creditworthiness of score A (creditworthy) is required to be eligible for participation in the contest. Tenderers with a lower rating may be rejected.

Documentation requirement: extended credit rating/report, not older than 3 months, from a publicly certified credit rating company, which includes a credit rating of the tenderer — typically given by a letter, grade or a brief text, as well as an explanation of this. The report must be based on the last known fiscal figures. The date must be clear.

Companies without adequate credit rating, newly started companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Ability to fulfil the contract/capacity:

Tenderers are required to have an organisation that has the capacity to fulfil the contract (for all three areas).

Documentation requirement:

Tenderers must describe:

— the organisation, including attaching an organisation chart;

— an overview of minibuses, wheelchair vehicles and employees (including drivers) that can be used on the date the tender is submitted (including reserve material).

In addition documentation must be provided that the capacity can be increased if the tenderer is awarded the contract.

This documentation must be delivered with the tender to give the contracting authority security that the requirement has been met.

Experience: tenderers must have relevant and broad/comprehensive experience from equivalent assignments in the last 3 years.

Relevant experience means experience from transport services for municipalities/health companies/counties, for users with mental and physical disabilities, with a scope of minimum NOK 3 million (excluding VAT) a year. Individual assignments/individual bookings will not be seen as relevant experience.

Documentation: a description of the tenderer's up to three most relevant contracts in the last 3 years. The description must include a specification of the assignment’s value, dates and recipients (name, telephone number and email address). Tenderers are responsible for documenting relevance through the description.

Annex 3 — The experience form must be completed.

Tenderers and any subsuppliers must have the required licences that cover the vehicles and the assignment.

Documentation: relevant licences (including a coach licence and a licence for transporting disabled persons) or presentation of documentation that substantiates that licences will be given if the tenderer is awarded the contract.

Tenderers must document that they fulfil the terms for providing passenger transport stated in the regulations dated 26 March 2003 No 401 on domestic professional transport by motor vehicle and vessel.

The required licences must be documented with confirmation from the transport department in the county for taxi and the Norwegian Public Roads Administration for coaches. The list of affiliated licence holders must include names, licence numbers and organisation numbers.

Quality assurance system

A good and well-functioning quality management system is required for the requested services.

The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.

Documentation: an account of the tenderer's quality assurance system.

If the routines are described in the company's quality system in accordance with ISO 9001:2015 or equivalent or equivalent third party verified systems, the valid certificate and a copy of relevant procedures must be presented.

Environmental management system:

Tenderers must have systems and procedures that ensure a low environmental impact when fulfilling the delivery.

The environmental management system must i.a. ensure continual improvement of:

— the organisation’s competence in environment and safety;

— the service's effect on the climate.

Documentation:

An account of the tenderer's environmental management system for the transport service.

If the procedure are described in the company's quality or environmental management system according to ISO 14001, Miljøfyrtårn [Eco Lighthouse], EMAS or equivalent or equivalent third party verified systems, the valid certificate and a copy of relevant procedures must be presented.
