Bymiljøetaten [the Agency for Real Estate and Urban Renewal] shall enter into a framework agreement with an approved security guard company to ensure access to competent guards for carrying out assignments related to the emptying and cash handling of the municipality's studded tires and parking ticket machines.

The contract will be valid for 2 years. The contracting authority has an option for extending the contract for additional 1 + 1 year on the same terms.

Requirement:
— tenderers must be a legally established company.
Documentation:
— Norwegian companies: Company registration certificate,
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
— the tenderer must have the financial capacity to carry out the assignment/contract
— relevant liability insurance.
Documentation:
— credit evaluation/rating, not older than 1 year, based on the last known fiscal figures,
— liability insurance certificate.
Teknisk og faglig kapasitet:
Requirement:
— tenderers must have the capacity to provide the offered services to NRK during the contract period,
— tenderers shall have very good experience from equivalent assignments,
— tenderers are required to have a good, well functioning quality assurance system,
— tenderers are required to have an environment management system,
— the service provider shall have permission to carry out professional guard services in accordance with the Norwegian Act and regulations relating to security guard services (Norwegian: Vaktvirksomhetsloven).
