The Norwegian Defence Logistics Organisation (NDLO) announces, on behalf of the Norwegian Armed Forces, management of base materiel stores at the Norwegian Armed Force's Customs Warehouse class B (central warehouse) at Eggemoen near Hønefoss. The contracting authority needs a tenderer who can take care of all storage, logistics, customs accounting, materiel accounting, coordinate transport and maintenance orders for materiel stored at Eggemoen.
The tenderer's personnel will manage customs warehouse class B (central warehouse) with forwarding services related to the receipt and dispatch of materiel. The personnel will see to all storage, packing, light maintenance, coordination of transport, as well as keeping materiel accounts in SAP and in the customs warehouse accounts of materiel stored and/or temporarily stored at Eggemoen.
The Norwegian Armed Forces will be responsible for the management. The Norwegian Armed Forces must therefore have full access to and full control of the execution, implementation and scope of the service. The tenderer must have dedicated personnel who will work with and in the Norwegian Armed Forces' own systems and report to the Norwegian Armed Forces.

Requirement: tenderers must have their tax and VAT payments in order.

Documentation requirement: tax certificate not older than 6 months from the application deadline. Tax certificates are defined as:

For Norwegian tenderers:

Certificate issued by the tax collector or the Norwegian Tax Authority for:

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties.

If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's financial director/person responsible for finance.

Requirement: tenderers must meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).

Documentation requirement: filled in and signed HSE self-declaration in accordance with PPR appendix 2. Use any attached template, see Annex 4 HSE self-declaration.

Økonomisk og finansiell stilling:

Requirement: tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

Documentation requirement: a credit assessment with key figures from a certified credit appraisal agency based on the most recent known accounting figures. The rating must not be older than 3 months.

Requirement: tenderers must have good experience from similar deliveries.

Documentation requirement: an overview of the tenderer's 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The list must include an indication of:

It is the tenderer's responsibility to confirm relevance through the description.

Requirement: the tenderer shall have sufficient capacity to complete the delivery.

Documentation requirement: a description of the tenderer's organisation as regards access to personnel that the tenderer can use to fulfil the contract.

Requirement: tenderers must have sufficient competence to implement the delivery.

Documentation requirement: a description of professional qualifications (education and experience) within relevant forwarding and warehouse services of the personnel that the tenderer can use for fulfilment of the contract. CVs are not requested here.

Requirement: tenderers must have a good and well-functioning quality assurance system.

Documentation requirement: a description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Requirement: tenderers must have a good environment management system.

Documentation requirement: a description of the environmental management measures that have been implemented in the company. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Andre særlige vilkår:

Tenderers must be authorised for restricted. The tenderer’s personnel that will provide assistance under the relevant framework agreement must be able to be security cleared and authorised for Nato Secret. The qualification and contest documentation will, however, be ungraded. The chosen tenderer and his dedicated personnel must thereafter be authorised in accordance with the above-mentioned security clearances.

The contracting authority encourages all tenderers to familiarise themselves with the processes in supplier clearance and security clearance.
