Skatteetaten (the Norwegian Tax Administration) will enter into a framework agreement with a tenderer who can offer internal company courses and open courses in design thinking and design sprints as well as consultancy services. The target group is the Norwegian Tax Administration's employees. The contract will be nationwide as the Norwegian Tax Administration has offices across the entire country, but will primarily apply to employees connected to the IT and Development divisions located in Oslo, Grimstad and Mo i Rana as well as User Dialogue in Bergen.
The goal for the measure is to increase manager and employee general understanding of and competence in design thinking principles in innovation, business development, system development and project work in general. In addition, there is a goal to increase the competence in specific use of design sprints. It is desirable to train both those who will participate in work where these principles are to be used (for example, project participants) and those who shall lead this type of work (facilitators).

The tenderer must have good creditworthiness.
Documentation requirement:
Credit rating from a certified credit institution.
The assessment must be based on the last known accounting figures with an indication of how the credit rating developed over the last 3 years.
If required, the Norwegian Tax Administration can demand that the tenderer provides further documentation of fulfilment of the above-named qualification requirement.
Minste nivå(er) av standarder: The tenderer must have good creditworthiness.
Teknisk og faglig kapasitet:
The tenderer must have the necessary competence to carry out the assignment.
Documentation requirement:
Information about the tenderer's organisation and staffing.
A description of the tenderer's personnel and entities that the tenderer has at their disposal to fulfil the contract.
The tenderer must have good experience from comparable assignments.
Reference customers must be provided from courses in both design sprint and design thinking.
An overview of the primary deliveries or services carried out during the last 3 years, including information about value, date and the name of the recipients. The Norwegian Tax Administration reserves the right to contact respective reference customers.

If no specific courses have been held, but the tenderer has developed a lot of experience that can be valuable in consideration to the preparation of courses, reference customers for these assignments can be given.
The tenderer must have good implementation ability, including sufficient capacity, for implementation of the contract.
Documentation Requirement:
Description of the tenderer's average workforce and number of employees in the administrative management during the last 3 years.
