Skatteetaten (the Norwegian Tax Administration) needs one or more tools to implement internal and external surveys. The surveys can include all Skatteetaten (the Norwegian Tax Administration) employees, employees in the divisions, groups in a division, groups across organisational boundaries and/or respondents outside of Skatteetaten (the Norwegian Tax Administration).
The solution must therefore be scalable so that it handles the range of possibilities from a limited target group to a larger/large target group. For a more detailed description of the procurement refer to the requirement specification in SSA-L Annex 1.

The surveys can include all Skatteetaten (the Norwegian Tax Administration) employees, employees in the Divisions, groups in a Division, groups across organisational boundaries and/or respondents outside of Skatteetaten (the Norwegian Tax Administration).

The solution must therefore be scalable so that it handles the range of possibilities from a limited target group to a larger/large target group. The solution must cover the following types of surveys:
Simple user surveys to obtain insight (qualitative and quantitative):
The solution must be able to be used to quickly obtain user insight related to amongst other things, development assignments and projects. Here it is typically very simple and quick to set up the survey and to perform the analysis.
Examples are:
Short user surveys that can be published on skatteetaten.no or can be promoted in chat in order to collect specific user insight on one of our services.
Surveys that are being placed as part of a solution under development, in order to collect information about how it was used.
Internal user surveys that for example are sent to a group of case managers to analyse a specific product or future need.
Slightly more complex user surveys to obtain insight (qualitative and quantitative):
The solution must be able to be used for surveys with many questions and where the objective is to get a good analytical basis for further work. This may include advisory services and support from the supplier for design, implementation and analysis of the survey itself.

Complex internal analysis related to reorganisations or major changes.
Surveys that the analysis teams want to implement, for example, in relation to behaviour.
HR based surveys such as competence mapping.
External surveys with large numbers of respondents.
The solution must be able to be utilised for surveys that can be a variation of the last two named above, but where there is additional need related to the number of respondents.
The Norwegian Tax Administration intends to have an adequate solution finished and set up with associated work processes in production as soon as possible.

Beskrivelse av fornyelser: Two extensions, each for 12 months.
