The service contract shall first be signed for a 1-year period, after which the contracting authority shall have an option for an extension of 1 year at a time, up to a total limit of three extensions. The maximum contract period is therefore 4 years.

Qualification requirement:

— the tenderer must be a legally established company.

Documentation requirement:

— Norwegian tenderers must submit a company registration certificate,

— foreign companies must submit documentation confirming that the tenderer is registered in a trade index or company register as prescribed in legislation in the country where the tenderer is established.

Qualification requirement:

— tenderers must have adequate solidity.

Documentation requirement

— Credit rating, not older than one year from the tender deadline. The rating shall be based on the latest known accounting figures.

— If a tenderer will use another company to fulfil the current qualification requirements, a credit rating must also be presented for such companies.

The credit assessment mentioned in the previous sentence must comply with the requirements in the point above. Furthermore, tenderers must provide the contracting authority with documentation proving that the tenderer has the right to use the company's relevant and necessary resources, for example, by presenting a commitment statement. See also the last section in point 3.4.4 in the tender documentation's main document regarding ESPD.

Note that the contracting authority also requires that tenderers have their tax, employer contribution tax and VAT payments in order, c.f. point 2.1 in the tender documentation's main document. The last named requirement concerns the following documentation requirement:

— Norwegian tenderers must submit a certificate, either from the tax collector or the Norwegian Tax Administration, highlighting the extent of (if any) the tenderer's outstanding payments regarding tax, employer contribution and VAT;

— foreign tenderers must submit an equivalent certificate from authorities equivalent to the Norwegian authorities.

Certificates not older than 6 months from the tender deadline. Any arrears and other notes must be explained.

Teknisk og faglig kapasitet:

Qualification requirement:

The tenderer must during the past 3 years have delivered a system or provided software service to at least three external customers, of which what has been delivered or provided to each individual external customer must:

(a) have functionality for both production and availability of learning content suitable for micro-teaching; and

(b) have been used for Micro-teaching by a total of at least 1000 simultaneous employees and/or hired persons at the external customer.

See point 2.4 in the tender documentation's main document for an explanation of the terms ‘external customer’, ‘Learning content’ and ‘Micro-teaching’.

Documentation requirement:

Tenderers must enclose an account that proves that the company in question fulfils all the elements in the qualification requirement. The account must, as a minimum, include a description the contractual relationship that the tenderer is or has been a part of in the last 3 years, proving fulfilment of the qualification requirement, including information on:

• the individual contractual relationship's nature and scope;

• the individual contractual relationship's value and contract period;

• the date the individual contractual relationships were established;

• the name of the public or private joint contractor in the individual contractual relationship; and

• the name, telephone number and email address of a contact person at the individual joint contractor.

— If the tenderer must rely on another company to fulfil the current qualification requirement, the tenderer must otherwise document for the contracting authority that the tenderer has the right to use use such company's relevant and necessary resources for the current procurement, for example, by presenting a commitment statement.

NB: if a contract is signed with the tenderer, the company that the tenderer uses to fulfil requirements must be used by the tenderer in the contract implementation within what is stated in PPR § 16-10 (5). See also the last section in point 3.4.4 in the tender documentation's main document regarding ESPD.
