Oslo Municipality c/o Kultur- og idrettsbygg Oslo KF (KID) [the Municipal Undertaking for Culture and Sports Facilities Oslo], hereafter called the contracting authority, invites tenderers to participate in an open tender competition for a framework agreement for construction management (construction manager and coordinator for the execution). KID [the Municipal Undertaking for Cultural and Sports Facilities] is a municipal enterprise with responsibility for engineering design, construction, administration and operation of cultural buildings and sports facilities in Oslo. KID administers an area of approx. 160 000 m divided between more than 40 building and facilities. The portfolio consists of cultural buildings, multi-purpose halls, ice rinks, bathing facilities, skating rinks, stadium facilities and the signalling systems at Holmenkollen national facility and Bislett stadium. The objective of the tender contest is to enter into 3-4 parallel framework agreements for construction management for construction projects and other projects related to the contracting authority's activities. Based on historical figures and plans, the need for construction management is estimated to be between NOK 40-80 million over 4 years.

The objective of the tender contest is to enter into 3-4 parallel framework agreements for construction management for construction projects and other projects related to the contracting authority's activities. The framework agreement includes construction management for projects that vary in scope, duration and cost. The projects vary from smaller measures with a value of less than NOK 0.5 million, to larger projects with a value of more than NOK 500 million. Most of the assignments are related to new investments, but also large and small renovation projects can be included, as well as other assignments in connection with the implementation of measures of a certain size or complexity in existing buildings and facilities. The projects may include different organisation and contract practice. Based on experience, most projects will be carried out as turnkey contracts or execution contracts. Based on historical figures and plans, the need for construction management is estimated to be between NOK 40-80 million over 4 years.

Tax certificate:
The selected tenderer will be required to present a tax certificate and a VAT certificate. The tax certificate must not be older than 6 months old at the deadline for submitting a request for participation in the competition or tender. For building and construction contracts, the tenderer shall require an equivalent tax certificate from all sub-suppliers when contracts are signed for the assignment with a value exceeding NOK 500 000 excluding VAT.

Tenderers must have the financial capacity to carry out the assignment/contract.
Documentation requirement:
Credit rating/score, not older than 6 months from the receipt of tenders, based on the last known accounting figures. The entire credit rating report must be submitted, and it must contain key figures for the last three financial years. The credit rating must be carried out by a publicly certified credit rating institution. The contracting authority reserves the right to obtain a separate credit evaluation, if necessary.

The tenderer shall have an operational quality assurance system
Documentation requirement:
Written description of the organisation's quality assurance system. If the company is certified in accordance with ISO-9001, or equivalent relevant certification systems, it is sufficient to present a copy of the certificate.
The tenderer shall have sufficient capacity and suitable manpower to comply with the contractual obligations.
The tenderer must have a minimum of 5 full-time employees with a minimum of 2 years' experience as construction manager and/or executing coordinator.
Statement of employees in total at the tenderer's disposal, in the administrative management and that the tenderer has suitable competence to carry out construction management assignments for the contracting authority.
See annex 1 (Del I_V1) ‘Kompetansematrise’ [‘the Competence matrix] can be used.
The tenderer must have extensive experience from project management assignments of the same type and complexity as other projects in the Municipal Undertaking for Cultural and Sports Facilities' portfolio.
This means experience from e.g. the follwoing:
• sports related buildings/facilities and/or cultural buildings
• public contracting authorities
• different contract practise
• eco-friendly and energy efficient buildings.
The list is not complete.
An overview of the tenderer's 3-5 most important, relevant deliveries construction management assignments in the last 5 years.
Appendix 2 (Del I_V2) can be filled in with a maximum of 5 projects, or a separate form can be used containing the same information as requested in Appendix 2 (Del I_V2).
Individual CVs are not requested under this qualification requirement.

Objektive kriterier for å velge det begrensede antallet kandidater:
Based on the received requests for participation in the competition, the contracting authority shall invite 8 to 10 tenderers who best comply with the following qualification criteria:
‘the tenderer must have extensive experience from project management assignments of the same type and complexity as other projects in the contracting authority's portfolio’.
The contracting authority will qualify providers of different sizes for executing the best overall tender contest. The contracting authority aims at a distribution of qualified suppliers between small / medium-sized and large companies.
The size of the providers is defined as follow:
• small/medium-sized providers: between 5 and 20 project managers working full-time, with at least 2 years experience as project managers;
• large scale providers: more than 20 project managers working full-time with a minimum of 2 years experience as project managers
The 2 to 3 best qualified small/medium sized providers are invited to submit tenders (provided that a sufficient number of providers are submitting requests for participation).
The 6 to 7 best qualified large scale providers are invited to submit tenders (provided that a sufficient number of providers are submitting requests for participation).
