We hereby service providers to a qualification of participants for a contest with competitive dialogue concerning an interaction contract according to the alliance principle for the project 2545 Myrane idrettshall og badeanlegg (Myrane Sports Hall and Swimming Facility).
The contracting authority wants to connect with a complete supplier group for the implementation of needs and requirements, engineering design, demolition of workshop building, construction of sports hall and swimming facility at Kleppestø, commissioning and two years of trial operation. Includes operation and maintenance of the facility (option). All phases in dialogue and interaction with users and the contracting authority.
In connection with this project, construction and rehabilitation of Askøy sixth form college will take place during the same period. There are dependencies and adjustments between these project that can affect the schedule and scope of this project.

Myrane Sports Hall and Swimming Facility will contain a double sports hall (two handball sizes), climbing hall and a swimming/bathing facility.

It is the intention to build the new building on the site of the current 'Workshop Building’ at Askøy Sixth Form College. The workshop building will be demolished in this contest, before construction of the new sports building. The same applies to the current ‘Askøyhall’ which will be demolished after the new sports building is completed and in use. A plan will be made to reuse the materials in both of these buildings.

The new sports building will be connected to/adapted for a new local/district heating system and a new boss suction system.

The outdoor area around the new sports building will be developed. This area is located in map ‘Områderegulering Myrane’ (Area Zoning Myrane) (Attachment Plan 362_plankart.pdf), labelled as BKB6 and o_SGS2 (parts of these) and on the whole o_GF.

It is important to take into account the Water and Sewage framework plan that contains requirements concerning flood plains.

In connection with the construction of Askøy sixth form college, according to the plan, in the period from autumn 2020 a new construction road will be established into the area and it will later become a permanent road. This work and construction of the new school will take place until tentatively summer 2022. After this, the existing buildings at this school will be rehabilitated, tentatively this work will be finished in summer 2023. This takes place adjacent to the site of the sports building. Adjustments to the project that is ongoing in the sixth form college must be anticipated.

Options may be added to the project, for example, new functions based on input in the dialogue.

There will be a two year trial operation and training period for this project.

The project will as far as possible be implemented as an all-digital project. The supplier group can provide input regarding how this can be implemented in the most optimal manner.

The Municipal Council will approve the preliminary project with a target amount when it is available. The intention is that the contract for phase 2 will then be created.

Phase 1 of the project includes specification of needs and requirements and advisory services about selection of concept, preparation of draft project, preliminary project and project description as well as progress plan and target amount for implementation of phase 2.

It is the parties’ intention to enter into a new contract for phase 2 of the Project after completion of phase 1. Phase 2 of the project will include (detailed) engineering design, construction, furnishing/equipping, commissioning and trial run in accordance with the engineering design material from phase 1. Further agreement/contract requires that the intentions in contract phase 1 are deemed fulfilled and that the Project Owner in connection with the processing of the preliminary project approves continuation of the project. Project owners can also approve the continuation of a project after another model in phase 2. Replacement of the Supplier Group during transition to phase 2, however, requires special justification. Such justification can for e.g. be that no agreement is reached on the reference framework for phase 2.

Thereafter, the project will be implemented within a two year time frame.

The contractual relationship is regulated by the attached agreements/contracts with annex as well as the tender documentation with annex and appendix. This particularly includes:

… 1 common definition of need and requirement, draft engineering design and preliminary engineering design with target amount and reference framework for implementation of phase 2 of the project. Cf. Appendix 108 - Contract phase 1- Up until and including preliminary project,

… 2 (detailed) engineering design execution/construction, furnishing/equipping and trial operation. Cf. Appendix 109 — Contract phase 2 — Engineering design — Construction — Commissioning.

NB: the contracts can be somewhat adjusted during the dialogues.
