The remote lending scheme is a national co-operation, where the libraries display the book collections to lenders at other libraries. The contract for library transport in the Inland County is carried out as a collaboration between the Inland County, c/o the County library on behalf of the public libraries in the municipalities, the school libraries in 6
A ‘cash concept’ is currently in use. This means that the library personnel deliver the unpacked material in boxes and the transporter processes the material further. The transporter ensures that the libraries have sufficient boxes. The transporter is responsible for replacing damaged or unsuitable boxes. When collecting the material, the carrier sorts and distributes the contents of the boxes for placement in the relevant box for further transport.

The service agreement period is two - 2 - years. The contracting authority must have an exclusive right for extending the contract for 1 + 1 + 1 + 1 year. If the contract shall not be extended, written notification must be received at last 3 months prior to the expiry of the contract period.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Documentation requirement:
Norwegian companies: tenderers must be a legally established company. Norwegian companies must document this with a company registration certificate.
Foreign companies: foreign companies must be able to prove that the company is registered in a trade or business register as specified by the legislation of the country where the tenderer is established.
Økonomisk og finansiell stilling:
As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. A good credit rating is required, at least equivalent to a Bisnode (www.solliditetd.no) score A.
Documentation requirement: tenderers shall not attach any documentation. The Contracting Authority will obtain credit rating/financial data itself.
If the tenderer is not credit worthy or if the tenderer wants to document that their credit rating gives a misleading picture of the economic situation, the economic and financial standing can be established with other documentation. Tenderers should particularly justify why the credit rating is not presented or why it gives a misleading picture.

For companies without a score in the Bisnode database, the contracting authority will consider the accounting figures in the database and, if necessary, obtain external assistance to assess the tenderer's economic and financial position. Tenderers with temporarily reduced credit rating due to reported demerger/merge or similar events, must /fission/fusion or equivalent, may be approved.

(a) good references from corresponding transport assignments (complexity/scope) with associated services are required.
Documentation requirements: the tenderer must provide a list of the most important deliveries during the past 3 years, including information concerning value, date and recipient (name and e-mail). The references will only be contacted if required. The tenderer must have sufficient implementation ability and capacity for implementation of the contract.
