The assignment includes operational and maintenance tasks, with independent responsibility for fulfilling some of the tasks, on county roads with associated side facilities, side areas, equipment and installations in Ringsaker, Lillehammer, Nordre Land, Øyer, Ringebu, Sør-Fron and Gausdal municipalities in accordance with the list of roads given in chapter D2-V.
The work will be settled as:
The work will be remunerated by round sum for round sum processes, in relation to quantities and unit prices for other processes such as cost-plus work in accordance with the hourly rate for manpower and machinery.
The contract will be valid from 1 September 2020 to 31 August 2025 for all the assignments that have been described.
The contracting authority has the option to prolong the contract for 12 months, from 1 September 2025 until 31 August 2026.

The road network included in the contract (including arms and ramps) consists of:
492.2 km roads in total
Of which
451.6 km are county roads,
40.6 km are county foot/cycle paths
The traffic on the road network varies from approx. ADT 50 to approx. ADT 11200 and an annual traffic growth of 2 % is expected.
The assignment mainly consists of routine operational assignments and minor maintenance assignments on the road network. The assignment also consists of inspecting and registering, planning the activity, stand-by for winter operations and general traffic flow, documentation, reporting to the builder, information to the public and handling other assignments that are necessary for the operation and maintenance of the road network.

The tenderer must be a legally established company.

Økonomisk og finansiell stilling:
Tenderers must have good economic and financial capacity to fulfil the contract and must fulfil the following requirements:
Tenderers must have an equity ratio of at least 10 %.
An average annual turnover of minimum NOK 35 million for the three previous financial years.

Teknisk og faglig kapasitet:
(a) B2-2.4.1 Relevant experience
Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following works:
1) The main disciplines included in the assignment include: operation and maintenance of roads.
2) The following sub-assignments are of significant importance for the contract work:
Winter operations,
Clearing traffic areas/traffic objects,
Construction notification and traffic management
(b) B2-2.4.2 Builders' experiences
Innlandet County and other builders' experiences with the tenderer shall be assessed.
The tenderer is required to show references to relevant contracts that he has carried out in a satisfactory manner.
Conditions that will be evaluated are connected to i.a.:
Documentation of executed quality
Fulfilment of contracts
Compliance with provisions and procedures for HSE
Compliance with wage and working conditions,
Compliance with deadlines
Follow up in the guarantee period
Use of apprentices
Health, safety and environment (HSE), and quality.
(c) B2-2.5.1 Safety, health and work environment system
Tenderers must have a system that show that they works proactively to ensure safety, health and working environment (SHA), with relevance for equivalent work to that included in this contest. The system will be subject to periodic review.
(d) B2-2.5.2 Accident frequency (H1-value)
Tenderers and their central contract facilitators should have an average H1 value lower than 10 for the last 3 years.
