Innlandet Fylkeskommune

The framework agreement will cover Innlandet County, Lillehammer, Øyer and Gausdal Municipalities and associated entities' (see below) need for brown goods, white goods, and small electronic goods.
In addition, the following entities are included in the contract with Innlandet County:
— Hedmark fylkeskommune Blæstad AS (org. No 991 509 658),
— Anno museum AS (org. No 994 933 272),
— Teater Innlandet AS (org. No 995 489 686),
— Stiftelsen Kunstbanken (org. No 981 135 865).
The contracting authorities are not one legal unit and will enter into separate agreements. The contract for Lillehammer, Øyer and Gausdal Municipalities will be signed by Lillehammer Municipality.
Each contract party will be responsible for their own contract follow-up.
The tender contest includes the procurement of new products.

The framework agreement will include the delivery of brown goods, white goods and small electronic goods to county and municipal entities, most schools, nurseries, dental clinics, administrative units and private households where the municipality or county is responsible for procuring goods.

The following categories will be delivered under the contract:
— white goods (washing machines, dishwashers, refrigerators, freezers, etc.),
— small electronic goods (toasters, coffee machines, kettles, kitchen machines, etc.),
— audio and picture (TVs, stereo systems, DVD players, loudspeakers, headphones, etc.),
— photo (cameras, memory cards, bags, lenses, etc.),
— the contract will also apply for monitors (large screens without a TV tuner) for most of the municipalities. Innlandet County is not included in this part of the contract.
Attention is drawn to the fact that Innlandet County has existing framework agreements for PCs, servers, monitors, projectors, mobile telephones, tablets and computer supplies. This framework agreement will not apply for the procurement of products included in existing framework agreements.

There can be a need in the contract period for products that will be in the ‘grey zone’ between framework agreements. The contracting authority will then have the right to use their judgement when assessing which framework agreement will be used.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a trade register in the member state where the tenderer is established.
Økonomisk og finansiell stilling:
As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. A good credit rating is required, at least equivalent to a Bisnode (www.solliditetd.no) score 3.
Teknisk og faglig kapasitet:
(a) good references from corresponding deliveries (complexity/size) with associated services are required;
(b) the tenderer must have sufficient implementation ability and capacity for implementation of the contract;
(c) a good and well-functioning quality assurance system/procedures is required for the services that will be delivered;
(d) tenderers must have guidelines for ethical trade that, as a minimum, addresses the same points as the contracting authority's Standard Contract Terms, point 21.2. These guidelines must be communicated to the production places where the products are assembled;

(e) tenderers must be certified for environmental management, in the form of EMAS, ISO 14001 or Miljøfyrtårn [Eco-lighthouse]. Other certificates issued by bodies in other EEA countries can also be presented, provided that the tenderer can document that these are equivalent to EMAS or ISO 14001.
