Øvre Romerike Innkjøpssamarbeid

The contest is for the provision of consultancy services within child welfare and includes case management and measures for the municipal child welfare services in Upper Romerike (Hurdal, Nannestad, Ullensaker, Gjerdrum, and Nes Municipalities), hereafter called the contracting authority.
The assignment is for children and youths who, due to conditions at home, or for other reasons, have a particular need for follow-up. The problems for measures in the home will often be connected to neglect, drug and alcohol abuse, violence problems and psychological difficulties, which can be expressed in, amongst other things, relationship and/or communication difficulties and/or varying degrees of behavioural difficulties.
The contest will be held as an open tender contest in accordance with the regulations, Parts I and IV (health and social services). The notice form in Doffin/TED states 'Open Tender Contest' This is not correct.

The value of the procurement is estimated to be over the EEA threshold. -Eidsvoll Municipality procured services for a total of NOK 2 100 000 in 2019.
Ullensaker Municipality procured services for NOK 2 750 000 for external consultants and NOK 2 900 000 for work on measures in 2019.
Nannestad Municipality procured services for a total of NOK 5 500 000 in 2019. A continued reduction in future use is expected.
Nes Municipality procured approx. NOK 400 000 for work on measures and approx. NOK 3 900 000 for case management in 2019. A minor increase is expected in 2020 for work on measures, but a reduction in the use of external consultants for case management.

The contracting authority does not have an overview for Gjerdrum Municipality, but estimates that it will on the same level as Nannestad Municipality.
The volumes are estimates and are not binding for the contracting authority, and will vary in scope and need.

Framework agreement.
The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.
The framework agreement will be valid from and including 14 October 2020 until and including 13 October 2022, with an option for the contracting authority for a further extension for up to 2 years, 12 months at a time.
The contracting authority will enter into a contract with several tenderers (group 1 up to 6 and group 2 up to 6), if a sufficient number of qualified tenderers submit a tender.
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
