The purpose of the framework agreement is to cover the contracting authority's need for white and brown goods and small electrical appliances in a qualitative and cost efficient manner. This includes both expected and arising need for this type of products, while also focussing on moderation and control of the consumption.
The framework agreement must safeguard good cooperation with a loyal and strategic collaborating partner with good knowledge and experience such as the continuous ability to deliver in accordance with the objective of the framework agreement. Central focus areas for the framework agreement are, amongst others, reduced environmental impact, optimisation and standardisation of the assortment, management of consumption and procurements through cataloguing and analysing work.

Estimert totalverdi: 60 000 000 NOK 💰
Kort beskrivelse:
The tenderer must, in accordance with the framework agreement, deliver white and brown goods and small electrical appliances for the following overall product groups:
• White goods (MDA),
• Brown goods(SDA),
— Computers;
• Other (consumer electronics, entertainment, camera and equivalent products).
The tenderer must also provide associated services such as moving the goods to locations, installation and assembly, cf. Appendix D.
See further regulation of the framework agreement's scope of delivery in point 1.7 in Part II of the general contract provisions. Emphasis is put on the fact that the products in Annex D only represent volume products for use in the competition.
The framework agreement that will be signed will have an estimated total value of NOK 60 million excluding VAT, including options for extension.
The estimate is done based on previous figures an/or anticipated future use according to the contracting authority's best knowledge. Users FD, FMA, FB and NSM shall not enter into the Framework agreement for the purchase of tablets. The Norwegian Defence Research Establishment (Norwegian: FFI) shall not enter into the framework agreement for the purchase of PCs. The Norwegian Police and the Norwegian Police Security Service (Norwegian: PST) shall not enter into the framework agreement for the purchase of products in the category ‘Data’ (‘Computers’).

The estimate is not intended to be either an upper or lower limit for what can be taken from the framework agreement, and does not involve obligations pertaining to call-offs or purchasing. The concrete call-offs are dependent on the users changing need during the framework agreement period. These may vary in particular depending on completed exercises, placements etc. in the contract period.

The contracting authority has the right to extend the agreement one or more times for a further 24 months.

Qualification requirement: tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation requirements: Norwegian tenderers — company registration certificate.
Foreign companies: confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification requirement: tenderers must have adequate economic and financial capacity to carry out the assignment. The contracting authority will, amongst other things, assess key figures such as the operating margin, degree of liquidity and equity ratio.

Documentation requirement:
1) Credit rating from a certified credit rating agency, based on the last fiscal figures. The rating must not be older than 3 months.
2) The tenderer's annual financial statements (including notes with the board's and auditor's reports) from the last 2 years. If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts for the last year shall also be attached.

Teknisk og faglig kapasitet:
Qualification requirement: tenderers must have experience from similar deliveries as regards, amongst other things, size (contract value) and scope (product assortment and number of delivery places).
Documentation requirement: an overview of the tenderer's 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. It is the tenderer's responsibility to confirm relevance through the description. The overview must include a report of:

4) brief description of the contract.
Qualification requirement: tenderers must have a good and well-functioning quality assurance system. This means that the tenderer must have procedures to ensure that all laws and regulations covering the part of the company that will work with this contract are upheld.
