A continuous contract shall be signed that must cover the contracting authority's need for:
1) IPVPN-based WAN and related services, between the contracting authority's locations and between the contracting authority's and selected partners' locations;
2) Dark fibre lines between selected locations;
3) Layer 2 connections between selected locations;
4) Communication lines for centralised internet access with related services that must cover significant parts of the contracting authority's locations;
5) Local communication lines for internet access for the contracting authority's locations that are not covered by the above point;
6) DNS services; and
7) Relevant consultancy services.
The contracting authority has currently more than 60 locations spread over the entire mainland of Norway, as well as an office in Longyearbyen, Svalbard.
