The purpose of the framework agreement is to cover the contracting authority's needs for workshop services, subsystems, spare parts and technical support for the Armed Forces' inventory of Volvo construction machinery and products produced by Volvo Construction Equipment AB. The inventory mainly consists of approx. 150 Volvo wheel loaders, but other Volvo construction machines such as Volvo wheeled excavators are also included in the agreement. The Armed Forces have currently 20 different models of Volvo wheel loaders, see in more detail Appendix B: Requirements specification, where all models are listed and described, including the relevant subsystems for the wheel loaders.

The agreement must ensure the contracting authority's maintenance and supply capacity for the existing Volvo construction machinery beyond what the Defense Sector has in its own organisation, at a sustainable cost.
The maintenance services shall, as a general rule, be performed at the Armed Forces' workshops, unless otherwise agreed, see further information in Appendix E: Delivery conditions. The framework agreement is not intended to be a replacement for the Norwegian Armed Forces' workshop resources, but a supplement when our workshops are lacking the capacity. Moreover, some of the Armed Forces' bases and branches will be completely dependent on external civilian workshops as the Armed Forces are lacking workshop resources in all their areas.

Options for extension of the agreement. The options for extension are automatically activated unless the contracting authority gives written notice no later than 30 calendar days prior to the end of the current contract period.

Qualification requirement: tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation Requirement: Norwegian tenderers: — company registration certificate.
Foreign tenderers: verification that the tenderer is registered in a company register or trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification requirement: tenderers must have the required economic and financial capacity to fulfil the contract. Credit rating 'A' or similar will be sufficient to fulfil the requirement.
Documentation requirement: Credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.
Teknisk og faglig kapasitet:
Qualification requirement 1: tenderers must have sufficient capacity to carry out the delivery.
Documentation requirement 1: a description must be given of the tenderer's technical personnel or technical entities at the tenderer's disposal to fulfil the contract.
Qualification requirement 2: tenderers must have sufficient competence to carry out the delivery.
Documentation requirement 2: a description of the education and professional qualifications of the personnel that the tenderer has at his disposal for fulfilment of the contract. CVs are not requested here.
Qualification requirement 3: tenderers shall have a good and well-functioning quality assurance system.
Documentation requirement 3: description of the tenderer´s quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
Qualification requirement 4: tenderers shall have a good environmental management system.
Documentation requirement 4: a description of environmental management measures that have been implemented in the company. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
