In connection with preparation of the feasibility study for construction of a new recycling station at Kastet it has been decided that this will be done in two steps. Step 1 was developed by Multiconsult (See Annex 4).

In step 2 (preliminary project), that applies to this assignment, the preliminary project will be further developed functionally and physically from the selected draft project with establishment and further development of proposed solutions for operation of the feasibility study step 1.

User and technical requirements must be on a sufficiently detailed level to define the scope, budget and qualities.

The area must be regulated in a parallel process and good cooperation with the regulation group is desired.

The assignment includes preparation of the preliminary project and tender documentation for:

— construction of personnel section with offices, changing rooms, meeting room and other facilities,

— cold and warm storage for EE waste and hazardous waste and possible a garage for operating machines,

— container ramp with roof superstructure,

— roads, setback areas, area for operation of the facility and places for container storage,

— place for delivery and storage of garden waste,

— access and operation plan during the execution phase with the existing facility,

— design of drains for contaminated surface water, clean surface water and waste water,

— the facility is planned for any future weighing of waste.

The preliminary project must contain as a minimum:

— situation plan (building development plan),

— floor plans,

— section drawings,

— facade drawings,

— principle details,

— concept for environmental consideration; (material choices and their environmental effects, energy supply and technical solutions),

— sign and information concept for public on the site, with description,

— function and quality description of selected plan solution,

— function and quality description of material choice,

— function and quality description of selected structures,

— function and quality description of technical facility with principal drawings,

— function and quality description of outdoor areas and rebates,

— construction calculations (standard list of accounts is used in accordance with NS3453),

— application basis for framework application and the Norwegian Labour Inspection Authority,

— role of responsible application for framework application,

— support and cooperation with the regulation group,

— progress plan,

— all documents must be delivered in editable format,

— project must be designed in BIM and the project documents must be managed in a web-hotel. Costs for licences must be included.

Sandefjord Municipality wants, in accordance with the Climate and Energy Plan, to implement projects with stricter environmental requirements and wants a BREAAM consultant in the preliminary project in order to design the facility with high environmental ambitions.

— analyse which measures are appropriate to implement and will increase the investment costs.

Sandefjord Municipality wants to have an option to cooperate with the entire project group as an independent control in the design and execution phase.

Sandefjord Municipality wants to sign a contract in accordance with NS8401.
