Kort beskrivelse:
The technology on which the current platform is based is ‘dying’ and will be replaced by new PaaS cloud services. Further details are given in the attached qualification documentation and tender documentation.
All interested tenderers must first apply for pre-qualification for submitting tenders to the main contest for Vinmonopolet. We will select the qualified suppliers based on the criteria listed below. Only those suppliers who are qualified can submit tenders to this tender contest. Notice of qualification will be published in the Mercell system.

The selection shall be based on the principle of best qualified. The competition is executed with negotiations due to the complexity of the contract.

The contract will be automatically renewed for 1 (one) year at a time unless it is terminated.

Tax:
Norwegian tenderers must have their tax and VAT payments in order.
Documentation requirement for Norwegian tenderers: a tax and VAT certificate from the tax authorities. The certificate shall not be older than 6 months from the deadline for requests to participate in the tender contest.
The tenderer's organisational and legal position:
Tenderers are required to be a legally established company.
Documentation requirement:
— Norwegian tenderers: company registration certificate from the Brønnøysund Register Centre;
— for foreign tenderers: certificate for registration in the business register as prescribed in the legislation of the country in which the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer's financial and economic capacity.
Sufficient financial solidity is required.
Documentation: proof that the listed requirements are fulfilled: credit rating, not older than 3 months from the deadline for receipt of tenders, based on the last known accounting figures. This credit assessment must be a credit rating, (including a credit rating, part judgement and historical rating), and it must be carried out by a publicly approved credit institution.

If a tenderer has any valid reasons for not being able to provide the documentation requested by Vinmonopolet, the tenderer may prove their economical and financial standing with any other document that is acceptable to Vinmonopolet. If a tenderer has such valid reasons, he may contact Vinmonopolet in writing in order to clarify which other documentation is acceptable.

Paramount requirements of system:
The contracting authority demands that the delivered system must be standardised PaaS cloud services operating in a public cloud. The service must fully comply with the EU's General Data Protection Regulation.
For qualification, the offered system must meet the essential requirements in the requirements specifications in the tender documentation.
