We would, thus, like to procure boat yard services for docking/slipping and carrying out maintenance, repair and improvement work on the vessel in the period 16 November 2020 to 15 January 2021.

The procurement concerns boat yard services for docking/slipping ‘Dr. Fridtjof Nansen’ and carrying out maintenance, repairs and improvement work on the vessel in the period from 16 November to 15 January 2021, more specifically:

— docking the vessel;

— sand blowing and painting five (5) fresh water tanks onboard the vessel;

— washing, complete painting and bottom oiling the vessel's hull for the 3 year interval, from the water line to the keel;

— cleaning the seawater cooling tank;

— cleaning and polishing the vessel's propellers;

— replacing fresh water pipes in fresh water tanks;

— replacing fresh water sanitation pipes;

— delivery and installation of two (2) new bottom valves in the sea chest on the starboard and port sides respectively;

— installation of the Cathelco anti-fouling system;

— installation of new pipelines for distilled water from inverted osmosis and fresh water generators to fresh water storage tanks;

— disassemble and inspect all valves in the fuel valve manifold for damages;

— overhaul of the seawater pumps;

— washing and painting the craft's sides in accordance with the attached boat yard specifications;

— disassemble and inspect bottom valves and over board values;

— replace hydraulic hoses in the false keel.

Egnethet til å utøve yrkesvirksomheten:

Obligatory requirements: the tenderer must have provided the statutory statements to the tax authorities and paid VAT, tax and payroll tax. Tenderers cannot have any arrears related to the payment of VAT, tax and payroll tax. If a tax certificate shows arrears, a justification thereof must be presented, as well as an approved payment plan that is verified by the tax authorities.

Documentation requirement:

The selected tenderers must present a tax and VAT certificate, issued by Altinn, the Tax Office or the Tax Collection Office. This requirement only applies to Norwegian tenderers.

The certificate must not be older than 6 months calculated from the tender deadline.

Økonomisk og finansiell stilling:

Documentation requirement: a credit assessment or rating, not older than 3 months, based on the last known fiscal figures, which includes information on ownership and payment remarks must be submitted as documentation of the tenderer's economic and financial capacity. The credit assessment or rating must be carried out by a credit information company that has a licence to operate such services, (e.g., Dun and Bradstreet, Experian, Bisnode, etc.). The credit rating must not be worse than A — credit worthy or equivalent if a different form of assessment/rating is used (number rating).

Tenderers must also present a liability insurance certificate as documentation of relevant liability insurance.

Minste nivå(er) av standarder:

Tenderers are required to have sufficient economic and financial capacity to fulfil the contract, including fulfilment of the contractual obligations pursuant to the contract. Tenderers are required to be credit worthy without security and have relevant liability insurance to cover any liability that can occur during the execution of the contract.

Teknisk og faglig kapasitet:

Documentation requirement: tenderers must provide an overview of the most relevant deliveries of equivalent boat yard services, i.e., services for docking and maintenance, repair and improvement work on vessels, which the tenderer has carried out in the last three (3) years, together with information on the contract value, delivery date or period of execution and information on the recipient (name, telephone number and email address).

Tenderers must describe the technical personnel and technical units that the tenderer has available for the contract, including personnel or units that are responsible for quality control.

Tenderers must submit a description of technical facilities at the tenderer's disposal as well as the tenderer's quality assurance measures.

Tenderers must present a description of the tenderer’s environmental management measures.

Tenderers must submit a description of the tenderer’s average annual workforce and the number of employees in management in the last 3 years, including information on education and relevant professional qualifications for those who will carry out the assignment.

A description must also be provided of the tools, material and technical equipment that the tenderer has at its disposal for fulfilment of the contract.

Minste nivå(er) av standarder:

Tenderers must substantiate good skills, efficiency, experience and reliability, as well as sufficient human and technical resources for the execution of this type of assignment, i.e., boat yard services for docking and maintenance, repair and improvement work on vessels (ships). Tenderers are required to have good technical and professional qualification in order fulfil the assignment.

Vilkår for kontraktoppfyllelse:

The general contract terms for repair work on ships and offshore vessels in Norwegian boat yards from 2 December 1985 (revised 1997), with some adaptations, will apply for this procurement, see the tender documentation, Annex 17. The mentioned contract will form the basis of any later contract signing with a tenderer.
