The Norwegian Institute of Marine Research shall procure a new coastal research vessel.
The procurement is for the design, construction, equipping, testing and delivery of a new coastal research vessel in accordance with the requirements developed in the initial design that are incorporated into the attached contract, cf. Annex 1 Norwegian Standard Ship Building Contract 2000 (adapted), Annex 1.1 Initial design.

The procurement is thus for the preparation of the design — basic and detailed design — including production drawings and ‘as-built’ documentation for a new coastal research vessel, cf. Annex 1 Norwegian Standard Ship Building Contract 2000 (adapted). The procurement includes all drawings and technical specifications required for construction, building, outfitting, equipping, testing and delivery of the vessel. Tenderers must guarantee that all services and requirements necessary for the engineering and design of a new coastal research vessel are ensured.

Furthermore, the procurement comprises the construction, building, outfitting/equipping, testing and delivery of a coastal research vessel pursuant to the developed design, cf. Annex 1: Norwegian Standard Ship Building Contract 2000, Annexes 1.1 and 1.2. The shipyard will have the full construction responsibility for the vessel pursuant to Annex 1 Norwegian Standard Ship Building Contract 2000 (adapted).

The contract also includes two (2) options for the procurement and installation of the following equipment:
— one (1) deck crane with a range of 9 m and lifting capacity of minimum 11 tm located at the stern on the port side of the working deck (option 1);
— PTI function on the axel-driven generator — after which the power extraction will be combined as power intake (PTI) so that the axel-driven generator can be used as emergency propulsion. The axel-driven generator with accompanying systems must be designed and arranged for use as emergency propulsion if there is an error in the main propulsion engine. The propulsion engine will be disconnected to the yaw in emergency propulsion mode (option 2).

1) Obligatory requirements: tenderers must have provided the statutory statements to the tax authorities and paid VAT, tax and payroll tax. Tenderers cannot have any arrears related to the payment of VAT, tax and payroll tax. If a tax certificate shows arrears, a justification thereof must be presented, as well as an approved payment plan that is verified by the tax authorities.

Documentation requirement: selected tenderers must submit a tax and VAT certificate, issued by Altinn, the Tax Office or the Tax Collection Office. This requirement only applies to Norwegian tenderers. The certificate must not be older than 6 months at the deadline to submit requests for participation in the contest, possibly calculated from the expiry of the tender deadline if the tax certificate is first required after submission of the tender.

2) Legal requirement: tenderers must be a legally established company and be registered in a trade register, commerce register or company register as specified in the legislation of the country where the tenderer is established.

Økonomisk og finansiell stilling:
Documentation requirement: a credit assessment or rating, not older than 3 months, based on the last known fiscal figures, which includes information on ownership and payment remarks must be submitted as documentation of the tenderer's economic and financial capacity. The credit assessment or rating must be carried out by a credit information company that has a licence to operate such services, (e.g., Dun and Bradstreet, Experian, Bisnode, etc.). The credit assessment or rating must not be lower than score A — creditworthy or equivalent if a different form of score is used (assessment with figures).

Tenderers must submit bank statement(s) that confirm at:
— a bank guarantee can be provided as security for any advance payments from the Institute of Marine Research; and
— that a performance bond equivalent to 10 % of the contract price can be provided if a contract is awarded.
Information must be provided on which bank(s) will issue the above-mentioned bank guarantees if required; the name and address of the bank(s), as well as a contact person with accompanying contact information — telephone number, email address, etc., — must be given.

If a tenderer is a subsidiary company, a parent company guarantee will be accepted, provided that a contract between the subsidiary company and the parent company can be submitted, which explicitly states that the parent company will provide security — bank guarantee(s) — to the advantage of the subsidiary company. Documentation requirements for technical and professional qualifications:
Tenderers must provide an overview of the most relevant deliveries within the design, construction, building, equipping, major alterations to, testing and delivery of ships of an equivalent size and complexity, which the tenderer has carried out in the last three (3) years, together with information on the contract value, delivery date or period of execution and information on the recipient (name, telephone number and email address). Furthermore, information must be provided on whether the stated reference vessels were delivered in accordance with the contract, both as regards price and schedule.

Tenderers must describe the technical personnel and technical units that the tenderer has available for the contract, including personnel or units that are responsible for quality control.
Tenderers must submit a description of technical facilities at the tenderer's disposal as well as the tenderer's quality assurance measures.
Tenderers must present a description of the tenderer’s environmental management measures.
Tenderers must submit a description of the tenderer’s average annual workforce and the number of employees in management in the last 3 years, including information on education and relevant professional qualifications for those who will carry out the assignment.

Furthemore, tenderers must describe their management of the supplier chain.
Tenderers must also state the proportion of the contract that the tenderer is considering to subcontract out.
Documentation requirement for quality assurance and environmental management standards:
Tenderers must describe their quality assurance routines, with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or a more recent version), such a certificate will be accepted as documentation of fulfilment of this qualification requirement.

If the company has environmental certification in accordance with ISO 14001:2004, (or a more recent version) or equivalent independent verified systems, such a certificate will be accepted as documentation for fulfilment of this qualification requirement.
