Oslo Municipality, Bymiljøetaten [the Department of Urban Development] is the Municipality's professional body in relation to roads, road traffic and public transport on roads. The contracting authority is responsible for the municipal road network, including the standardised county road network. Bymiljøetaten is responsible for following up on noise and air pollution requirements from the road as well as responsibility for long-term traffic planning, traffic and use of street plans, traffic safety and plans for accessibility measures for public transport and operation of municipal urban spaces in Oslo. Kort beskrivelse:
There is an ongoing need for operation and maintenance of roads, pavements, foot and bicycle paths and hiking routes in the entire municipality of Oslo. The area of the contract includes the districts of Østensjø (apart from the roads north of the outer ring road), Nordstrand and Søndre Nordstrand. The contractual work includes i.a:

— emptying drains,
— repairing potholes in the asphalt,
— cleaning,
— sweeping,
— snow clearing,
— removing snow,
— scattering,
— emptying waste bins at stops,
— operation of Åsland snow deposit.
There is also a need for maintenance of infrastructure in the road network which shall result in less construction work. The work is carried out as work based on a cost-plus basis and can constitute a large part of the annual turnover of the contract. Smaller construction works are i.a.:

The contracting authority has an option to extend the contract for up to a further 1 + 1 years on unchanged terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers must be a legally established company.
Documentation requirement: Norwegian companies: company registration certificate.
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than 6 months and based on the last known fiscal figures. The rating must be carried out by a publicly approved credit rating institution.
The contracting authority reserves the right to obtain a separate credit evaluation if necessary.
Minste nivå(er) av standarder:
Tenderers must have the financial capacity to carry out the contract and be credit worthy.
Teknisk og faglig kapasitet:
1) Documentation requirement: a statement of the tenderer's average workforce and the number of employees in the current administrative management:
— a description of the administrative and technical personnel the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not,
— a description of the machines, tools and technical equipment that the tenderer has at its disposal to fulfil this contract, regardless of whether or not they belong to the company. Annex 8 must be completed,
— the proportion of the contract that is executed by a subcontractor must be stated, as well as a description of the work that is expected to be executed by a subcontractor.
2) Information about the education, professional qualifications and relevant experience of the tenderer’s key personnel, i.e. The contract manager and construction manager that is responsible for implementation of the service:
— CVs of key personnel must be attached.
3) An overview of the most important services that the tenderer has carried out during the last 3 years, together with information about the contract value, date of execution and name of the recipients;
4) An account of the tenderer's environmental control/environmental management system. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted. Reference is made here to EMAS, the joint scheme for environmental management and environmental audits;

5) A description of routines and methods for execution, control and documentation for the field work:
— a description and submission of actual parts of the tenderer's quality system, with a statement of when it was last updated. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted.
Minste nivå(er) av standarder:
1) The tenderer must have the capacity and implementation ability both in regard to personnel and technical resources;
2) The tenderer must have the following key personnel:
(a) key personnel — the contract manager is the tenderer’s representative at operations meetings and the one who is responsible for daily follow up with the contracting authority. The requirement for the contract manager is 3 years experience from operations contracts on roads from large towns;

(b) key personnel — construction managers must have professional competence in the relevant disciplines and 3 years experience from following up operations contracts on roads in large towns.
3) The tenderer must have experience from similar assignments. This means that the tenderer has carried out entire or major parts of equivalent assignments as those in the description for this assignment. The tenderer must have experience from work of the same nature and degree of difficulty i.e. experience from operations contracts for medium traffic road networks in urban areas;

The contractual relationship will be governed by the standard contract terms for Oslo Municipality's procurement of trade services, with the related contract formula.
Please pay special attention to the Oslo Municipality's seriousness provisions under point 5 of the standard contract and the environmental requirements under point 18 of the contract form.

The tender contest is hereby cancelled under the provisions of the Public Procurement Regulations’ § 25-4, stating that the contracting authority can cancel the tender contest with immediate effect if there are justifiable reasons.
We are aware that there is ambiguities in the tender documentation. This applies to the environmental requirements in the contract under point 18, the tender documentation, point 4, the award criteria for environmental requirements, and the form for vehicles that the suppliers should submit with the tender.
