An information meeting will be held on 8 December, 13.00 via teams. All who want to participate must register their interest to the Project Manager Tor Sommerstad via email tors@statsbygg.no at the latest by 10.00 on the same day. In addition, a site inspection will be held for tenderers in groups on 10 December 2020 and 11 December 2020 from 8.00 and throughout the day. The site inspection will be organised in groups with a maximum of three representatives from each company. This is in consideration of infection control procedures in prisons in relation to the Covid-19 situation. The meeting place for tenderers is outside of the Ila Prison and Detention Centre main gate, address Jøssingveien 33, Eiksmarka in Bærum. Tenderer will be allocated times continually as they register their interest.

Name: Ila Prison, rehabilitation of technical facility
Tenders for a turnkey contract: K201 Turnkey Contract.
Statsbygg (the Directorate of Public Construction and Property) has been tasked by Justis- og beredskapsdepartementet (the Ministry of Justice and Public Security) (JD) to rehabilitate the technical facilities in parts of the buildings at Ila Prison and Detention Centre. The project includes rehabilitation of technical facilities in the main building, south block and annex (option), as well as installation of toilets in cells, replacement of cell doors and rehabilitation of windows (option) in the main building.

The main building has four storeys and combined amounts to 6 000 m
The buildings consist of cells, toilets, showers and communal rooms for employees, as well as offices and guard rooms for employees. The exception is the fourth storey of the main building which is used for administration and health services.
Parts of the property are subject to protection, i.a. the main building is protected. The protection includes the exterior, as well as some of the interior: main entrance and the central part of the first storey, ‘the Chapel’ and hall ‘the Parachute’ on the fourth storey. Also, the Annex is partially or completely protected.

It has been decided that Ila Prison and Detection Centre will be closed down during the execution phase. There is a framework permit for the measure and the turnkey contractor will overtake the role of the responsible applicant.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers are required to have a legally established company.
Company registration certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory financial implementation ability.
The extent of the size will also be emphasised.
Complete financial statements for the last year, including the audit report, alternatively StartBANK ID.
The Norwegian Construction and Property Management Department reserves the right to carry out a credit rating of all tenderers.
Teknisk og faglig kapasitet:
The tenderer is required to have sufficient experience from assignments of comparable value.
A description must be submitted for up to three reference projects with comparative value with information on:
— the project name;
— contracting authority;
— project scope in m2 and costs;
— type of buildings;
— the assignment's contract value excluding VAT;
— the type of contract (if this is a turnkey contract, if own employees or subcontractors have planned the project);
— the company´s assignments/role in the project;
— the start-up date and completion date (year)/if not completed — where one is in the project.
If the company/companies that will carry out the engineering design services are not the same as those who carried out the engineering design services in the reference projects in point 1, the engineering design company/companies that will carry out the engineering design services, must document up to three reference projects with a comparative value, with the information stated in point 1 above, as well as in which phases the assignments were carried out.
