The Ministry of Local Government and Modernisation (Norwegian abbreviation: KMD) has assigned the planning of a national memorial after the terror attack on 22 July 2011 to Statsbygg. The memorial is located at the Utøya pier in Hole municipality. The site is facing the Hole fjord and is the Utøya island's only main connection. It is also a landing stage for the boat MS

The project includes, in addition to the actual memorial, a new ramp for MS Thorbjørn, new parking lots, a new access road secured with high retaining walls and new operational buildings under
The access road The operational buildings shall contain toilet facilities, transformer and two rooms for the management of the Utøya island.
The memorial and all its supporting functions must be completed by the 10 year’s anniversary 22 July 2021.
The contract K701 is a turnkey contract with responsibilities for the execution of the entire project. The production and installation of the bronze columns, located in the central area of the memorial, shall be subject to tendering in contract K702 and transferred to the turnkey contractor (K701).

Tenderers are required to have a legally established company.
Company registration certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory financial implementation ability. The size of the turnover, seen in relation to the contract value, can be emphasised.
Statsbygg will carry out a credit rating of tenderers. Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.
Teknisk og faglig kapasitet:
The contractor is required to have sufficient experience from assignments with comparative value. Construction works and contracts where the tenderer has had the responsibility for several disciplines are also emphasised.
A completed ‘Qualification Requirement Form — Reference Projects’ (enclosed with the tender invitation) must be submitted with up to 3 reference projects from the last 5 years with transfer value, including information on:
