Statsbygg reserves the right not to hold negotiations and to negotiate in several phases so that the first reduction in the number of tenderers can occur before the negotiations. See the qualification documentation, point 2.1. KORO and art in Statsbygg's projects. In all government construction projects, a proportion of the construction costs is allocated to public art in accordance with the Royal Decree of 5 September 1997. Statsbygg will receive art grants which will be made available for Art in Public Spaces (KORO – formerly the Public Art Fund). KORO will then become responsible for delivery of the art projects in Statsbygg's construction projects. The tenderer that is awarded the contract will be obliged to carry out works for KORO or the artist relating to public art for this construction project. KORO and the artist will be able to place orders subject to the same conditions as Statsbygg can place supplementary orders under in accordance with the contract. Works relating to the public art project will be ordered in writing by KORO or the artist in accordance with an established template. Orders will be placed on behalf of and at the risk of KORO and Statsbygg will not be liable in any way.

Anskaffelsens omfang
Kort beskrivelse:

The contract is for the A block, which is part of construction stage 1 and will be the new contribution to a number of important identity-creating buildings in the government district. This, together with a direct consequence of local climatic conditions with wind, sun and shade conditions, has given the A block its peculiar form. The A block is engineered with 11 floors, 17 300 m

The building will house the main entrance to the New Government District, and a public cafe that faces the Government Park. In addition to office premises, the building will also include, amongst other things, a press and conference centre, an auditorium, and representative areas with a lounge, meeting rooms and dining room. The buildings in the new government district are connected together by bridges that appear as light and transparent, both in size, construction, and use of material. K204 includes two bridges from the A block to the D block and H block respectively.

The contract will also include two options:

— Basement with two floors under the A block, basement towards Ring 1, as well as between the A, D and H blocks (approx. 10 000 m

— Development of outside areas with a public cafe towards the Government Park.

Egnethet til å utøve yrkesvirksomheten:

Organisational and legal position.

Tenderers are required to have a legally established company.

Company registration certificate, alternatively a StartBANK ID. Foreign tenderers are required to have a corresponding certificate as prescribed by the laws of the country where the tenderer is registered.

Ability to handle security graded information.

Throughout the entire project implementation, including the partnering phase, construction phase and test phase, tenderers must have the ability to process and maintain shield-worthy (security graded) information in the scope and the degree given for this contractual work. Central functions at the contractor and any sub-contractors must be able to fulfil the requirements for Norwegian security clearance.

The 'Self-declaration security' form must be signed and completed, see Annex 5. If information is available on the tenderers and/or their sub-suppliers, which gives the contracting authority grounds to believe that the qualification requirement will not be fulfilled, this may result in the tender offer being rejected. In such a case further documentation can be requested from the tenderer and/or Statsbygg itself will obtain further information.

Economic and financial capacity

Tenderers are required to have satisfactory economic and financial implementation ability.

Statsbygg will carry out a credit rating of tenderers.

Tenderers must also submit:

— auditor approved annual financial statements for the last 3 years, alternatively StartBANK ID;

— a signed and completed self-declaration on economic and financial implementation ability, see Annex 4.

Statsbygg retains the right to carry out a supplier audit of the tenderer.

Any supplier audit will take place in the form of the tenderer's permanent auditor being asked to carry out agreed agreed control procedures.

Teknisk og faglig kapasitet:

Professional, technical and organisational qualifications, part 1.

Tenderers are required to have the necessary professional and organisational qualifications to implement the assignment.

An overview of the tenderer’s business must be delivered in the form of an organisational chart, as well as an account of the company’s personnel resource in relation to capacity and competence in order to safeguard:

— administration and management in the contract’s different phases;

— procurement of systems, materials, sub-contractors etc.;

— construction site logistics and coordination.

The account of personnel resources must take into account the requirement for Norwegian security clearance, c.f. the qualification requirement above regarding the ‘ability to handle security graded information’.

Professional, technical and organisational qualifications, part 2

Tenderers are required to have sufficient experience from assignments with a transferable value to this project.

A brief description (up to approx. 2 A4 pages per project, see annex 0) must be submitted for of up to 5 reference projects with justified comparable value (projects older than 5-year may be given weight), with information about:

— the project name and location;

— contracting authority;

— the project's size in m

— contract value of the assignment;

— the type of contract (interaction, turnkey contract, etc.);

— the type of building and project (commercial, housing, new building, renovation, etc.);

— the tenderer's assignments and roles in the project;

— an account of how BIM was used in the project;

— the start-up and completion years (or where the project currently is now);

— whether the project was security graded (under the Security Act);

— transferable value to K204 A block.
