The Contracting Authority would like, via this procurement, to enter into a Framework Agreement with a tenderer who can cover the municipality's continuous need for welfare and respite care services. The Contracting Authority wants to enter into agreements with several providers. The number of service providers will depend on the tenderer's composition of competence and capacity. The objective of the contract is to ensure the Contracting Authority quality approved respite care services for the relatives with particularly demanding welfare work. This concerns persons with reduced function ability and various needs for assistance, primarily children, youth and young adults. The Contracting Authority requests a flexible system in regards the length of the stay, dates and time of stay (dates, hours, evenings, weekends, weeks).

Reason for the cancellation:
An error in the Contracting Authority's tender documentation has resulted in the tenders being unclear as regards the offered capacity. This has led to great uncertainty whether the offered welfare and respite care services cover the municipalities' total need for these types of services. Even if a contract was signed with all the tenderers, the Contracting Authority could not be sure that there would be sufficient capacity to meet the municipalities' total need for these types of services. It would, thus, not be acceptable to put our users in a situation where we might not be able to offer sufficient services.
The error in the tender documentation leads to such uncertainty as regards the coverage of the contracting authority's needs, that we are obliged to cancel this competition, cf. the FOA § 25-4.
