VINA – the welfare technology project in Namdalen – a cooperation regulated by a cooperation contract that was adopted both administratively and politically. The VINA cooperation (hereafter called the Contracting Authority) will procure welfare technology for the participating contract parties.

The VINA parties have different users in a number of buildings in addition to private houses. The delivery must, as a minimum, cover the need for a joint platform for patient signalling installations, safety alarms, access control and sensors connected to relevant and prioritised buildings at each contract party. A site inspection will be required after the framework agreement has been signed but before implementation at each contract party.

The technical infrastructure must be prepared in all the contract parties' buildings. Tenderers must ensure that, and possibly contribute to all technical installations, such as cabling, patch panel, gateway and switches/routers are prepared for the delivery of welfare technology. The extent to which each contract party wants to upgrade and operate the technical infrastructure themselves will vary.

We would like to reuse equipment in the delivery that has already been procured. This will involve an integration or reuse (alternatively, replacement). We would like integrations with current and future trade systems, in addition to the technical infrastructure where this is necessary at each contract party.

In order to be invited to submit a tender in the competition, interested tenderers must complete the electronic self-declaration form as provisional documentation of fulfilment of the qualification requirements.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement: acredit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a licence to conduct this service.
Minste nivå(er) av standarder:
If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.
Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments. A description of the tenderer's up to 3 most relevant assignments and deliveries in the last 3 years. The list must include a statement of the assignment's value, date and recipient (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

Vilkår for kontraktoppfyllelse:
The tender contest is initiated with a qualification phase. Only tenderers who fulfil the qualification requirements and who have been invited, will be able to submit a tender.
The Contracting Authority plans to invite 3 tenderers to submit a tender. If more than 5 qualified tenderers submit a request for participation in the competition, the Contracting Authority will select the tenderers on the basis of the selection critieria.

All invited tenderers will have their tenders evaluated. After the initial evaluation, the tenderers with the 2 best tenders will be invited to negotiations. Following the negotiations and any revised tenders, the final evaluation of the 3 tenders will be made and the contract will be awarded.

The VINA cooperation would like a tenderer who can deliver a uniform welfare technological system. The aim, with the participating contract parties in VINA, is to have coordinated digital interaction for the implementation of welfare technological systems in all of the Namdal region. This is also to have a clear distribution of responsibility with only one tenderer, with the same product portfolio for a uniform system.
