The following organisations have signed a procurement contract with the Contracting Authority and will use this contract: — Trondheim parkering KF, — Stavne Arbeid og Kompetanse KF, — Bakklandet Menighets Omsorgssenter, — Kystad Helse og Velferdssenter, — Trondhjems Hospital. The last 3 are included on the basis of the current operational contract with Trondheim Municipality. If there are changes in the operational contract, there can be changes to this contract.

Kort beskrivelse:

The tenderer shall continuously during the contract period maintain a complete index file of filters, sizes, types and numbers for each building. The Contracting Authority has approx. 220 buildings and the number of ventilation plants to these building vary. Approx. half of the buildings contain 1-2 systems, whilst the remaining buildings contain between 3-4 systems each. Annually and upon requests a revised index file shall be delivered free of charge to the Contracting Authority.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in Annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for the qualification requirements

Requirement: tenderers shall be a legally established company. Documented by a company registration certificate or equivalent.

In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:

Minimum requirements for the qualification requirements:

Requirement: tenderers must have the economic and financial capacity to carry out the assignment. Tenderers must be creditworthy, Score A. The creditworthiness against a guarantee is not accepted. For recently established tenderers a certificate showing score A/N is sufficient.

Documentation requirement: credit assessment of the tenderer, not older than 6 months from the deadline for receipt of tenders. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past 3 years. The evaluation shall be issued by a company with a credit information licence from the Norwegian Data Protection Authority. See www.datatilsynet.no

The result of the credit appraisal shall be stated as a categorised score (letter of number) against a defined scale. Recently established tenderer must substantiate the financial capacity for the implementation of the assignment, or other documentation, e.g. accounting figures and a bank guarantee.

Teknisk og faglig kapasitet:

Only for public goods deliveries: the tenderer has, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The Contracting Authority can require up to 3 years experience and can take experience from the period before the last 3 years into consideration.

Minimum requirements for the qualification requirements:

Requirement: the tenderer shall have experience from similar assignments. For tenderers recently established, it is sufficient that the proposed key personnel have experience from equivalent assignments.

Documentation requirement: an overview of the most important deliveries of goods or services that the tenderer has carried out in the last 3 years, together with information on the contract´s value, delivery date or execution and the name of the recipient.

Technical facilities and quality assurance measures:

The tenderer utilises the following technical facilities and quality assurance measures and the tenderer's examination and research facilities are as follows:

Requirement: the tenderer must have a functioning quality assurance system/quality management system.

Documentation requirement: description of the tenderer's quality assurance/quality assurance measures.

Controlling and tracking the delivery chain:

The tenderer must be able to utilise the following control for the delivery chain and tracking.

Requirement: the tenderer must have a system for monitoring and tracking in the delivery chain.

Documentation requirement: description of the tenderer's system for monitoring and tracking in the delivery chain.

Environmental management measures:

The tenderer can utilise the following environmental management measures for the implementation of the contract:

Requirement: the tenderer shall use environmental management measures during the execution of the contract.

Documentation: description of environmental management measures. A self-declaration on the environmental system attached to the tender documentation can be used as documentation.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

The tenderer's employees and any sub-suppliers directly involved in the implementation of the contract must have wage and working conditions that are not worse than what is stated in a universal tariff agreement.

For areas covered by the regulations on a general tariff agreement, the supplier shall ensure that employees at the supplier and any sub-suppliers who directly contribute to fulfilling this contract have wage and work terms in accordance with the nationwide tariff agreement for the relevant business sector. Wage and working conditions are in this context defined as provisions on minimum working hours, wages, including overtime supplements, shift and rota supplements and inconvenience supplements and coverage of expenses for journeys, food and lodgings, to the degree that such provisions are included in the tariff agreement.
