Politiets fellestjenester

The purpose of the procurement is to enter into a framework agreement for uniform products that service personnel in different operative and administrative functions needs for their working lives. The framework agreement will apply to the Norwegian Police Service, the Norwegian Correctional Services, Norwegian Customs, the Norwegian Police Security Service (PST) and the Governor of Svalbard.
Based on previous years’ procurements, the estimate for call-offs is approx. 16 000 000 NOK during the contract period, including the option years. The estimate is non-binding for the contracting authority. See the tender documentation for further details

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
— Norwegian companies: company registration certificate,
— foreign companies: verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Capacity that implies that the tenderer has good solidity and good credit worthiness will be sufficient to fulfil the requirement.
Documentation requirement:
— a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
1) Tenderers must have experience from comparable assignments.
Documentation requirement:
A description of up to 3 of the tenderer's most relevant/comparable assignments during the last 5 years (description must be completed in ‘Annex B, reference assignment’). The description must include a statement of the assignment's complexity (including logistics), volume, value, date and recipient (name, telephone number and email address). It is the tenderer's responsibility to document relevance through the description. The tenderer can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer. The contracting authority can also emphasise any of its own documented experience with relevant tenderers. The contracting authority can contact the stated references for verification.

2) The tenderer must have a good and well-functioning quality assurance and management system for the services that will be provided.
The tenderer must submit documentation of their quality assurance system and management system. The following documentation will be accepted:
Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent or the company's procedures/routines for:
— dealing with deviations and claims,
— selection, evaluation and follow-up of sub-supplier(s), including documentation on how the tenderer can ensure the right product quality from its sub-suppliers,
— the process from the receipt and registration of orders until delivery at the customer.
3) The tenderer must have an environmental management system.
The tenderer must submit documentation of their environment management system. The following documentation will be accepted:
— valid attestations/certificates issued by an independent body (e.g. ISO 14001, EMAS, Miljøfyrtårn or equivalent), or
— a description of the tenderer's own environment management system. The description must as a minimum include environmental goals and an environmental policy.
