Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

— company registration certificate.

Økonomisk og finansiell stilling:

Norwegian tenderers must have their affairs in order regarding the payment of tax, employer contribution and value added tax (VAT).

— tax certificate, not older than 6 months from the deadline for receipt of tenders.

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

— a credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with a licence to conduct this service and it must not be older than 6 months.

Teknisk og faglig kapasitet:

The tenderer must have adequate experience from corresponding assignments.

Equivalent assignments are in this context defined as equivalent complexity and extent, including projects connected to roads and constructions, with the accompanying electro and water and sewage systems primarily executed as a turnkey contract with engineering design services thereof.

— an overview of assignments in the last 10 years from the deadline for receipt of tenders,

— an overview showing the execution of equivalent multi-disciplinary contracts/site projects of an equivalent complexity and scope,

— the tenderer's engineering design environment and interface/co-operation related to turnkey contracts/execution contracts must be described,

— the tender must include descriptions of the value, time and place of the works executed,

— tenderers must provide a name and email address for a reference person at the receiver of each of the most relevant projects. The Contracting Authority reserves the right to contact the stated reference persons,

— see Annex 3; the Requirement Specification's point 8.1 for requirements for the execution of the water and sewage systems.

Good implementation ability is required.

The contract must have the relevant the organisation and the competence for implementing corresponding assignments. Overview of the tenderer's total manpower.

— information on how the tenderer organises such projects. Interface and distribution of responsibility with sub-suppliers. General presentation of the organisation and professional environments.

— the tenderer shall state who the engineering design consultants will be for the assignment, including their experience with similar assignments.

Sub-contractors:

The works shall be executed by the awarded turnkey contractor and his employees. Possibly sub-contractors and their employees or legally hired staff.

— a declaration of how much of the contract the tenderer intends to leave to sub-contractors,

— confirmation that there will not be more than one link of sub-contractors under the turnkey contractor.

A good quality assurance system is required.

The tenderer shall have an well-functioning quality assurance system (the ISO 9000 standard or equivalent). Documentation verifying the tenderer's quality assurance system/management system.

A good HSE system is required:

The tenderer shall must a system that shows that the tenderer works pro-actively to ensure safety, health and working environment (SHA), with relevance for equivalent infrastructure projects. The system shall be subject to periodic review.

— description of the tenderer´s system for ensuring safety, health and working environment (SHA),

— table of contents of the system,

— documentation of audits for recent years, with confirmation from the person/persons who have carried out the audits.

The tenderer must have a low accident frequency:

Tenderers and their central contract facilitators ought to have an average H1 value lower than 10 for the last 3 years.

The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106.

— overview of the H1 score for the company and central contract workers in the last 3 years,

— if the H1 score is higher than 10, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report shall be enclosed on whether improvement measures are implemented and if so, also documentation on the effectiveness of these.
