Transport of elderly persons and mentally handicapped persons and physically disabled persons and persons with mental illnesses (the Contracting Authority is the health and care agency):
The assignment is for facilitated transport of persons (users) who the Department of Health and Care Services has awarded the right to transport to/from:
1) Day centres for elderly persons, primarily at residential and treatment homes (per May/June 2019 day centre places for elderly persons during the day: 98 and day centre places for elderly persons in Saturdays: 12);
2) Day centres/activity services/work, primarily for disabled adults and persons with mental disorders (per May/June 2019 training workshops/respite care places, etc.: 44 and
Places for work training: 28 and the number of persons who require transport to a psychiatric day centre per May/June 2019: 34).
3) Other needs for facilitated transport, booked trips (ad-hoc).
School transport/transport of pupils (the contracting authority is the Childhood and youth and cultural agency):
The assignment also applies to the transport of school pupils that Karmøy municipality is responsible for (i.e. those that the county is not responsible for). The transport of school pupils is awarded by the Education and Culture Department.
The school transport shall basically be the County’s responsibility, where the municipality only pays bus fares. The municipality must however undertake the total financial responsibility for some areas of the transport service. The transport of pupils who are not the county´s responsibility is a part of this contract. The number pupils will vary from year to year. This year the number of pupils is 85-87 pupils. Parts of this group of students have established transport services for parts of the week, others have 190 days a year. See the requirement specification for further information.

The total contract value for the entire contract period including option for extension (a total of 48 months) is between 37 000 000 NOK and 60 000 000 NOK excluding VAT. The probable contract value is however between 37 000 000 NOK and 45 000 000 NOK, excluding VAT for the entire contract period including option for extension (a total of 48 months).

Requirement: Norwegian tenderers must have their tax, employer contribution and VAT payments in order.
Documentation requirement: Norwegian tenderers: Tax certificate, not older than 6 months.
Requirement: the tenderer shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirements: Norwegian companies: Company Registration Certificate.
Foreign companies: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Requirement: tenderers shall have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a licence to conduct this service. The entire credit rating report must be submitted. If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.

Tenderers shall have experience from minimum 2 equivalent or roughly equivalent assignments: Each of the assignments must have lasted for a minimum of 6 months.
Documentation requirement: description of the tenderer's 2 most relevant assignments in the the last 3 years. The description must include an indication of the assignment's value, time and public or private recipients, as well as the contact person's name, telephone number and e-mail address. It is the tenderer's responsibility to document relevance through the description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer. The Contracting Authority reserves the right to contact the reference persons.
