NHN shall procure a fully electronic tender management system. The system shall contribute to improved, simplified and secure procurements. The system shall meet the requirement for procurements in accordance with regulations, and at the same time ensure the requirement for validating procurements.

The contract must cover the delivery, operation, maintenance and introduction to a finished developed system for use in the Norwegian market.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

The supplier must be a legally registered company. Documented by a company registration certificate or equivalent documentation that shows that the tenderer is registered in a register of business enterprises, a trade register, a professional register or a register of commerce in the home country.

Økonomisk og finansiell stilling:

Tenderers must have the required economic and financial standing.

The economic and financial standing must be documented by the following information for the legal applicant:

(a) annual accounts for the previous 2 years and annual reports including the auditor's reports and any recent relevant information;

(b) solidity assessment from a company with a licence to run a credit information company. The evaluation must not be older than 3 months at the time of the application deadline, it must be based on the last approved fiscal figures and should report on the credit worthiness and degree of bankruptcy risk (bankruptcy prediction);

(c) if a legal applicant relies on another company's capacity to fulfil the requirement for economic and financial standing, this company must submit documentation in accordance with points a and b above, in addition to a signed commitment statement, cf. Annex 4, which explicitly states that the company joint and severally guarantees for the execution of the contract.

Teknisk og faglig kapasitet:

The tenderer must have good capacity and competence for delivery, maintenance and further development of the system.

Documented by a submitting an overview of the tenderer's organisation with focus on organisation units that are relevant for this contract and total number of employees at the tenderer's disposal.

If a tenderer intends to use other companies' capacity for complying with the requirement, a binding statement from these companies must be enclosed, cf. Annex 4.

There must be a specification of which resources (the number of employees as well as a statement of relevant competence/experience) belong to the tenderer and which belong to other companies.

The tenderer must have experience from contracts for deliveries of KGV/KAV.

Documentation of the most relevant and important deliveries in the previous 3 years, and a list of customers that are considered natural for the Contracting Authority to compare with.

The documentation for each delivery must state:

(a) the customer's name and contact information;

(b) the contract's extent, value and duration;

The tenderer must have established satisfactory methods for quality assurance.

A copy of a quality assurance certificate (ISO 9001/equivalent), issued by an accredited certification body must be presented. Alternatively, a description can be given of the tenderer's system for quality assurance as well as how it is implemented and managed internally.

The tenderer must be able to deliver a dynamic system. Documented by presenting a log of versions/releases the past 2 years. The log shall include version nos., and possibly the most important functional changes.
