In this assignment, the third party inspection complexity and degree of difficulty requires a high level of competence, as well as solid and varied geotechnical competence.
There are demanding ground conditions in Østfold, with areas of great depth to rock and soft and sensitive clay: loose soil with quick clay, soft soil, layered ground, steep terrain, etc.
Regulation of landfill is ongoing in parallel with these projects, and may required third party inspection.
This contract comprises third party inspection of geotechnics and geotechnical measures. Interim geotechnical structures are also included in the assignment.
Third party inspection of structures and associated foundations are part of a different contract.
The service provider must be certified for engineering design and independent inspection for geotechnics in certification classification 3 in accordance with the Planning and Building Act.
On an individual basis, third party inspectors must assess the Inspection Classification for each area/section and present suggestions for the contracting authority.
Third party inspection geotechnics:
The third party inspections (third party inspection/independent quality assurance/independent inspection) for geotechnics will be implemented in accordance with the review utilised by the engineering designer:
— Teknisk Designbasis for Intercity
— Technical regulations
— Eurocode 0 (NS-EN 1990:2002+A1:2005+NA:2016) and Eurocode 7 (NS-EN 1997-1:2004+A1:2013+NA:2016)
— NVE's guidelines 7/2014 ‘Sikkerhet mot kvikkleireskred‘
— The Planning and Building Act (if relevant)

The projects will most likely have a need for engineering geology and geotechnical third party inspection for long periods, there will therefore be a need to increase staff and decrease staff according to the project needs.
The offered staff must as a minimum consist of three geotechnical engineers and three engineering geologists.
Meetings will be held in Oslo as needed.
Other projects belonging to Planning and Development, will have the opportunity, but not the obligation, to utilise this framework agreement.
Bane NOR projects that already have contracts for third party inspection of engineering geology and geotechnics will not utilise this contract.
