Oslo kommune v/ Klimaetaten

The contracting authority will not construct, operate or own energy stations itself, the idea is that the actors themselves will do this. This call for tenders is therefore not considered as a procurement per se. Instead, a service concession agreement is proposed in which the participants can compete for a license for the establishment of an energy station on given terms and on a lot owned by Oslo municipality in Oluf Onsum vei (cadastral reference number/property registration number 149/957).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement:
— tenderers must be a legally established company.
Documentation:
— Norwegian tenderers: Company Registration Certificate
— Foreign tenderers: a verification showing that the tenderer is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
— the tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation:
— tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
— the tenderer must have the economic capacity to carry out the assignment/contract.
— the contracting authority reserves the right to collect a credit rating, which will be based on the last known accounting figures.
Teknisk og faglig kapasitet:
Requirement:
— tenderers must have an established quality assurance system/control system.

— documentation of the tenderer´s quality assurance system/control system.
If the tenderer is certified, it is sufficient to enclose a copy of a certificate issued by independent bodies, which confirms compliance with certain quality assurance standards.
Experience is required from equivalent assignments.
Equivalent assignments means operating stations for filling fuel.
— an overview of the tenderer´s equivalent assignments executed over the past 5 years. The overview must indicate who the contracting authority was, the name of a contact person, the nature of the work, as well as the time and location of the execution of the work.

— the tenderer must have adequate technical, personnel and organisational capacity to implement the assignment.
— an account of the available workforce (administrative management and other employees) that the tenderer has at his disposal for fulfilment of the contract. This is to include the availability of the offered resources.
