Statens vegvesen [the Norwegian Public Roads Administration] wants tenders for a new Web Content Management System (CMS) for the department's websites (internet and intranet). The Contracting Authority wants the Web Content Management System delivered as a cloud service (public cloud), which involves the services delivered over the internet from the service provider's platform and associated software and storage of data.
The tender must include all licence costs for use of the system, access to support, training of internet editors and operations.
Moving of content and development of the new websites are not part of this competition.
Dataforeningens Skytjenesteavtale [the Norwegian Computer Society's Cloud Service Contract] will be utilised for this procurement. Requirements and needs are further described in the Cloud Service Contract Part III and annex.

A tender conference will be held for interested parties. The tender conference will be held 23.5.2019, 10:00, in the Contracting Authority's premises at Brynsengfaret 6a in Oslo. Register via the contracting authority's tender management tool (KGV) by 20.5.2019 at the latest. It is not a requirement to participate in the tender conference in order to apply for participation in the competition.

The contract must cover establishment of the cloud service, operation and assistance, and must operate for a service period of up to 3 years, calculated from the acceptance day. The Contracting Authority has the option to extend the contract for 2 years + 2 years + 2 years + 2 years, so the total possible contract duration is 11 years.

Økonomisk og finansiell stilling:

The tenderer must have sufficient economic capacity to implement the contract, including amongst other things, the following will be considered/evaluated:

— the tenderer's credit rating,

— the tenderer's positive equity,

—the Contracting Authority will obtain a credit rating from Experian. The Contracting Authority will assess the Annual Financial Statement as it is displayed in Experian.

If in doubt, the contracting authority can obtain further information from tenderers.

If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can document his economic and financial capacity by presenting any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Tenderers must have experience from comparable deliveries.

— a brief description of the tenderer's 3 most relevant (equivalent) assignments/deliveries during the last 3 years. The tenderers must highlight their competence and experience with the offered CMS, and among other things, a description of customers/websites, cloud platform, size of the assignment and contract form, and the role the tenderer and subcontractors have held in the assignment. It is the tenderer's responsibility to document relevance through the description. The description must not exceed three A4 pages per assignment,

— description of how the tenderer’s experience from the above named deliveries will be utilised to implement this contract. The description must not exceed two A4 pages,

— name and contact details of the reference client's contact person who can confirm this information must be provided on request.

Tenderers must have the necessary capacity and competence to implement the contract,

— description of how the tenderer's capacity and competence can safeguard the implementation of the contract:

—— organisation and procedures,

—— contracts with subcontractors,

—— overview of the tenderer's relevant resources,

—— documentation of access to third-party resources.

If a tenderer intends to rely on other companies( capacity (sub-tenderers), the tenderer must present documentation confirming that the tenderer has the right to use the necessary resources at the sub-tenderer, e.g. a written commitment statement or a written collaboration contract on this between the tenderer and the relevant company/sub-tenderer. The documentation must be signed by a representative with the authority to commit the company/sub-tenderer.
