The welfare technology initiative in the Municipality of Oslo has an overall goal of increasing patients’ safety, coping and activity level. In recent years, entities in the Oslo municipality have seen the need for alternative ways of following up patients with chronic diseases, mental disorders and cancer. There is a need to raise the quality and increase efficiency related to following up these user groups. The municipality of Oslo therefore wishes to establish a Framework Agreement for technology related to distance monitoring.

Kort beskrivelse:
A national trial of distance monitoring, where 6 municipalities participate, is conducted by the Directorate of Health. Selected districts in the municipality of Oslo have tested distance monitoring with good results. Based on this, the City of Oslo wants to increase the use of distance monitoring and therefore establish a Framework Agreement that all entities in the municipality can call for.

The purpose of distance monitoring is to:
— give the patient increased feeling of security, independence, and increased life quality,
— increase the service capacity for the future.
Technology related to distance monitoring may be sensors or other medical measuring devices, which actively or passively measures vital/physiological values, and applications for documenting, follow-up, administration et cetera.
The Municipality of Oslo has now defined 8 main functions which it is desirable that the solution covers:
A) function for digital self-measurement and documentation of measurements (values and self-reporting);
B) function showing the development of the patient's state of health over time (“learning”);
C) function that alerts changes in the patient's state of health (“responding”);
D) function that contributes to increased self-management and increased ability to initiate own actions;
E) function that reminds the patient to perform measurements and notifies if these are not performed;
F) function that enables actors outside Oslo municipality to see the patient's measurements;
G) function that enables 2-way communication with the patient without being physically present.

Tenderers must be a legally established company.
Documentation requirement:
— Norwegian tenderers: company registration certificate,
— foreign companies: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Sufficient economic capacity to be able to fulfil the contract.
Documentation requirement:
The company's last annual financial statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The Contracting Authority reserves the right to obtain credit ratings on its own initiative.

Tenderers shall have experience from similar contracts.
The tenderer must have minimum one active client on his solution.
Documentation requirement:
— a short description of the most important deliveries in the last 3 years, including information on the contract's volume and the name of the Contracting Authority (max 3 references per subcontract).
Tenderers must have good competence and sufficient resources. The tenderer must have personnel with relevant expertise.
— a description of the personnel that the tenderer has at his disposal for fulfilment of the contract. A competency matrix including education and professional qualifications for key employees and CVs.

The Directorate of Health is managing a national testing of distance follow-up with the participation of six municipalities. Selected districts in Oslo Municipality have tested distance follow-up with good results. Based on this, Oslo Municipality would like to increase the use of distance follow-up and is, therefore, establishing a framework agreement that all entities in the municipality can make call-offs on.

The distance follow-up intends to:
• create increased safety, independence, coping abilities, and life quality for patients;
• create increased service capacity for the future.
The technology for distance follow-up can, for example, be; sensors or other medical measuring instruments that actively or passively measure vital/physiological values, applications for documentation, follow-up, administration, etc.
