Domstoladministrasjonen [the National Court Administration] works to facilitate digitised workflow in courtrooms. The purpose of this procurement is to organise access to equipment that supports this in courts and meeting rooms.
There is currently a total of well over 400 courtrooms in the Law Courts in Norway. There are to a varying degree equipped to conduct digital court proceedings. In addition, there are about 550 meeting rooms that are being considered to be equipped with monitors and video conferencing.
The contract eventuating from this procurement must cover the needs as described in the procurement documents through execution of specific orders, including project management/delivery management, planning and site inspection, design of solution, documentation, equipment, mounting, monitoring and service and support.
The supplier will partner the law courts in the work with technical equipment in courtrooms and meeting rooms, and be able to provide advice and consultancy services in the area.

Purpose of the procurement:
The National Court Administration works on many levels to facilitate digitised workflow in the law courts. The purpose of this procurement is to safeguard access to solutions that support this in courtrooms and meeting rooms. This includes i.a., but is not limited to, systems for sound, interpretation, video conference, demonstration/sharing of digital documents/files, signal distribution and control panels for the functions. It is desirable to establish a common user interlace (same from room to room and court to court).

The procurement's estimated value and content.
The National Court Administration anticipates that the value of the contract will be between 150 000 000 NOK and 320 000 000 NOK over the maximum duration of the contract.
The Law Courts activities are financed through the state budget, and the activity is governed by annual grants. This creates uncertainty regarding the combined volume of the contract. However, this procurement is central in the initiative for a digitised production, and the ambition is therefore high.

The upper limit of the value estimate is based on the fact that ¾ of today's well over 400 courtrooms will be equipped with new and appropriate equipment and that this represents an investment of an estimated 320 000 000 NOK. The lowest value is based on what we as a minimum assume can be used for the purpose in the coming years.

We consider it most appropriate to establish solutions at such a rate that the oldest equipment is at any time no older than a reasonable technical life (or the time the equipment can be guaranteed to have sufficient reliability).
The contracting authority utilises joint contracts for PCs, PC monitors, mobiles and tablet PCs signed by the Government Procurement Centre and the equipment under these contracts is therefore not included in this procurement.
The majority of what will be procured is described in the contract Annex 1, as needs related to different rooms. There may regardless be a need to purchase individual equipment that is not listed in the described needs.

The duration of the contract is 4 years with the option to extend for 1 year + 1 year + 1 year + 1 year.

The tenderer must be a legally established company. (PPR 16-2).
Norwegian tenderers:
— company registration certificate.
Foreign tenderers:
— confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract (PPR 16-3).
The tenderer's annual financial statement including notes with the board's and the auditor's reports from the last 3 years.
If the annual financial statement for last year is not completed by the expiry of the deadline to submit qualification applications, the annual financial statement for the previous year must also be submitted.
The above mentioned information shall also be provided for any parent company.

The contracting authority will limit the number of tenderers who will be invited to submit a tender. If there are a sufficient number of tenderers who fulfil the qualification requirements, the number of tenderer who will be invited to submit tender offers will be from 3 to 6. The selection amongst the qualified tenderers will be based on their relative scores on the qualification requirements 5.1.5 Requirement of implementation ability and capacity and 5.1.6 Requirement of the tenderer's competence and experience, weighted with respectively 40 % and 60 %.
