Asker og Bærum fire brigade (ABBV), henceforth referred to as the Contracting Authority invites tenderers to an open tender contest for a contract for sweeping and inspections of heating plants in Asker og Bærum municipality
The competition is being held by Bærum municipality on behalf of ABBV.
Asker, Hurum and Røyken municipalities will merge to become the new Asker municipality from 1.1.2020. The contract to be signed will concern sweeping and inspections at heating installations throughout the new municipality and also in Bærum municipality.
Due to possible loss of the inspection service, the provider must also submit tenders for ‘sweeping only’ for each of the sub-contracts submitted.

When evaluating the tenders, the Contracting Authority shall award the contracts to the provider(s) who provides the most favourable relation between price and quality for Asker and Bærum fire brigade IKS. See chapter 6 in the tender documentation for further information on evaluation and contract award.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement 1, tax certificates.

The tenderer must have their tax and VAT payments in order in the country where they are established.

Documentation requirement: Tax and VAT certificate.

A certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located. The certificate can be obtained from Altinn.no.

The certificates shall not be older than 6 months, from the tender deadline.

— Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax authorities,

— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.

Requirement 2: registered in a trade register or company register:

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirement:

— Norwegian companies: company registration certificate,

— Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Requirement 3, finances.

The tenderer is required to be financially solvent, which gives the Contracting Authority the security that the tenderer will be financially viable throughout the period of the agreement.

A creditworthiness of A (creditworthy) is required to be eligible for this competition.

Documentation requirement:

— extended credit rating/report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer - typically given by a letter/number or a short text, as well as an explanation thereof. The report must be based on the last known fiscal figures. The date must be clear.

If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove the economic and financial position with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet:

Requirement 4 ability to fulfil the contract.

Tenderers are required to have an organisation that has the capacity to fulfil the contract.

Documentation requirement:

— a description of the supplier's technical personnel or technical units the supplier has at their disposition to fulfil the contract, regardless of whether they belong to the company or not.

Requirement 5 experience:

Good experience is required from equivalent assignments.

Under this point, the Contracting Authority will only assess if the tenderer has sufficient experience with equivalent assignments.

— list of the most important deliveries or services performed in the past 3 years, including information on the value, date, and the name of the public or private recipients with contact information for possible references,

— for newly established companies, the tenderer may base themselves on their employees experience with the service from previous working conditions in the last 3 years.

Requirement 6 quality management system

A good and well-functioning quality management system is required for the requested services

The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.

Statement of the tenderer's quality assurance system and/or copy of certificate for the quality control system in accordance with ISO 9001:2015 or an equivalent certificate.
