SUS2023 — IO9801 Joint Sample Reception System

SUS2023 hereby invites tenderers to participate in a contest with negotiations after a prior notice, cf. PPR § 13-1 (2), with pre-qualification, for IO9801 — joint sample reception system for the first construction phase of the new University Hospital at Ullandhaug in Stavanger.
So that the contracting authority can negotiate in the competition, the FOA requires tenderers to be pre-qualified. This is the same as the qualification requirements that are normally set in an open tender contest.
The pre-qualification consists of the submission of documentation for the qualification requirements, see Part I.
The contracting authority will then, based on the received documentation for the qualification requirements, select a number of qualified tenderers who will be invited to submit a tender, see Part I. The intention of the negotiations is that the contracting authority and tenderers can clarify and correct any uncertainties in the tenders.

The aim of the procurement is to get an automated system/process for receiving laboratory samples from the primary health service (PHT) and samples from the hospital. The processes in the sample reception must be automated from the receipt of transport boxes to the sorting and delivery of individual samples in pneumatic dispatches (pneumatic dispatch cartridges) or transport boxes to laboratories.

The tenderer will engineer the system, which must include, amongst other things, the following: a hatch for delivering and sending transport boxes, a robot for sorting in accordance with the flow form, control system (necessary automation for control and monitoring), storage unit for empty transport boxes, washing unit for the transport boxes, and transport boxes.

The delivery must include technical development of the offered equipment, up until the date of delivery.
