The contracting authority's needs may be related to but not limited to the following areas:

— Security risk analysis related to emergency preparedness values, for both deliberate and unintentional events,

— Country analysis for the countries in which Innovation Norway is represented,

— Maturity ratings,

— Travel safety, solutions for monitoring and notification of incidents as well as security training of employees serving abroad,

— Threat assessment for both domestic and international events,

— Preparation of governing documentation at different levels,

— Preparation of security measure proposals,

— Preparation of proposals for implementing security measures,

— Awareness training of employees, in relation to security,

— Contribute to the annual review of the security management system,

— Other areas within security and emergency preparedness.

The aforementioned listing does not prevent the contracting authority from requesting other deliveries within the security field, if the need arises during the contract period.

Deliveries in the emergency preparedness field - Information.

The contracting authority has established a crisis organisation to manage unwanted incidents. The crisis organisation consists of a strategic, operational and tactical management level, and also includes solutions for media management and family care. The crisis organisation currently uses CIM as a crisis support tool, supplied by One Voice AS.

The tenderer's assignments in this context may consist of planning, development and exercise scenarios, facilitation, implementation of exercises and evaluation of crisis management training and exercises. There may also be a need for the tenderer to take care of administration related to registrations, course diplomas etc.

The target group could be strategic and operational crisis management, and the various emergency preparedness functions (media centre and relative hotline) on a tactical level. Exercises and training must be based on varying realistic scenarios that can effect operations.

Exercises and training must have an impact on the cooperation between the levels and across the organisation in managing crisis situations. Coordinating with relevant external actors is also important. The programme must cover all relevant elements of significance to crisis management with emphasis on the ability to capture and manage situations that could develop into a crisis for Innovation Norway, as well as the ability to lead, manage and function optimally in crisis situations.

The contracting authority currently uses CIM. Tenderers must be in a position to use IN-CIM as an integrated part of the teaching/exercises in crisis management.

There may also be a need to contribute to media management and crisis communication training and guidelines, and guiding/training related to psychosocial conditions during crisis, training of the contracting authority's personnel who serve on the relative hotline.

There may also be a need for assistance at the office in Norway or abroad.
